The general aim of the Year is to improve the visibility of, and the opportunities for civil society to participate in, voluntary activities in the European Union (EU). To this end, the Year provides support to local, regional and national authorities to exchange experiences and good practices. In particular, the Year aims at: • creating an environment that encourages volunteering; • providing organisers with means to improve the quality of voluntary activities; • developing the recognition of voluntary activities; • raising awareness of the importance of volunteering. De lidstaten moeten maatregelen nemen om: • internet-gebruikers aan te moedigen wetshandhavingsinstanties op de hoogte te stellen als zij vermoeden dat kinderpornografisch materiaal wordt verspreid op het internet; • ervoor te zorgen dat misdrijven worden onderzocht en bestraft, bijvoorbeeld door gespecialiseerde eenheden binnen de wetshandhavingsdiensten op te zetten; • ervoor te zorgen dat de wetshandhavingsinstanties snel reageren als ze informatie ontvangen over vermeende gevallen van de productie, verwerking, distributie of bezit van kinderpornografie. Summary: This decision is intended to prevent the production, processing, possession and distribution of material containing child pornography and to promote effective investigation and prosecution of criminal offences in this area. Member States need to take measures: • to encourage Internet users to inform law enforcement authorities if they suspect that child pornography material is being distributed on the Internet; • to ensure that offences are investigated and punished by setting up specialised units within the law enforcement authorities, for example; • to ensure that the law enforcement authorities react rapidly when they receive information on alleged cases of the production, processing, distribution and possession of child pornography. Summary: The Directive on temporary protection contains specific provisions on children and in particular on unaccompanied minors. All displaced children should have access to education. Medical care should be available for all persons with special needs. The family unit should be respected and in case of unaccompanied minors, a guardian or other form of representation should be appointed. In matters of placement, the views of the child need to be taken into consideration.
