De Raad is het erover eens dat moet worden gewerkt aan een doeltreffende, doelgerichte en gezamenlijke uitvoering binnen en tussen sectoren, waarbij de kerngebieden van de jeugdsector moeten worden aangepakt. De strategie heeft als doel om de impact van beleidsbeslissingen met betrekking tot jongeren in alle sectoren te verbeteren, specifiek voor werkgelegenheid, onderwijs, gezondheid en sociale inclusie, en bij te dragen tot de uitroeiing van armoede onder jongeren en alle vormen van discriminatie en de sociale inclusie van jongeren te bevorderen. De rol van jongeren moet worden versterkt door deelname aan het sociale, maatschappelijke en democratische leven, door contacten te leggen in de hele EU en daarbuiten, en door hen te empoweren. Summary: The Council Resolution on the EU Youth Strategy 2019-2027, sets out the objectives, guiding principles and key instruments for EU youth policy cooperation between the European Commission and Member States. The Council agrees on working on effective, focused and joined-up implementation within and across sectors while tackling core areas of the youth sector. The strategy strives to improve policy decisions with regard to their impact on young people across all sectors, notably employment, education, health and social inclusion; and to contribute to the eradication of youth poverty and all forms of discrimination and promote social inclusion of young people. The role of the youth should be strengthened by engaging in social, civic and democratic life, connecting across the EU and beyond and empowerming. Een dergelijke integratie bevordert de persoonlijke ontplooiing van de jongeren, de sociale samenhang en het actief burgerschap. Toch staan jongeren nog voor uitdagingen op het vlak van tewerkstelling, onderwijs en opleiding, armoede, gezondheid, participatie en democratische vertegenwoordiging. Daarom werd een vernieuwd kader voor Europese samenwerking op het vlak van jeugd ontwikkeld, om Europa’s jonge mensen meer kansen te bieden. Dit vernieuwde kader is gebaseerd op de mededeling van de Commissie inzake de nieuwe Europese Jeugdstrategie van april 2009. Het tracht de efficiëntie en effectiviteit van de Europese samenwerking te verhogen door het instellen van een strategie voor het komende decennium, dat voortbouwt op de geboekte vooruitgang en de lessen geleerd uit het vorige kader. Summary: For Europe to attain the objectives regarding growth and jobs set by the Lisbon strategy, it is imperative that its young men and women are socially as well as professionally well integrated. Such integration also promotes young people’s personal fulfilment, social cohesion and active citizenship. However, young people still face challenges in terms of employment, education and training, poverty, health, and participation and democratic representation. Therefore, a renewed framework for European cooperation in the youth field has been designed to provide better opportunities for Europe’s young people. This renewed framework is based on the Commission’s communication of April 2009 on the new European Union (EU) Youth Strategy. It aims to improve the efficiency and effectiveness of European cooperation by establishing a strategy for the next decade that builds on the progress made and lessons learned under the previous framework.
