Vanuit het poststructuralistische denkkader begrijpt men deze retoriek als een (noodzakelijk) onderdeel van een discours. Hierbij wordt ‘discours’ opgevat als het geheel van taalhandelingen die de sociale werkelijkheid wil beïnvloeden vanuit wat jongeren denken en menen over de jeugdhulpverlening. Voorgaande toetst men af aan een concreet discours m.b.t. beleidsparticipatie van jongeren binnen een regio Integrale Jeugdhulp in de periode 2005 tot en met 2008. De (beschrijvende en deconstruerende) analyse van dit discours beoogt om (basale, krachtige, zwakke) kenmerken van het discours uiteen te zetten. De resultaten tonen de ontwikkeling van een (Foucaultiaans) discours waarin volwassenen als tussenpersoon het perspectief van jongeren inbrengen. Daar de kinderen vanwege hun beperking niet zelf kunnen opkomen voor hun rechten, komt deze taak bij de ouders terecht. Het artikel beweert dat de ouders in de onderhandelingen alternatieven inbrengen voor het professionele discours dat typisch is voor de werkcultuur van het comité. Het alternatieve discours is gebaseerd op het zelfbewustzijn van de ouders over hun cultureel kapitaal en hun begrip van de democratische cultuur, wat hun begrip versterkt van de verplichting van de stedelijke ambtenaren om hen onderwijsfaciliteiten te geven die aansluiten bij hun wereldbeeld. Dit onderzoek maakt een onderscheid tussen formele en informele handelingsstrategieën die ertoe bijdragen om de ouders om te vormen van passieve subjecten die de beslissingen van de comités aanvaarden naar actieve individuen die weerbaarheid tonen. Summary: This article focuses on the strategies that Israeli parents of children with high functioning communication disorders apply in their negotiations with municipal placement-committees, in order to realize their right to be fully involved in matters concerning their children’s schooling. The article’s claim is that the parents introduce into the negotiation process alternatives to the professional discourse inherent in the committee’s working culture. The alternative discourse rests on the self-awareness of the parents to their cultural capital and their understanding of a democratic culture, which reinforces their perception of city officials’ duties to grant them educational services which accord with their world view. This study distinguishes between formal and informal strategies of action that assist the parents turning from passive subjects who accept the committee’s decisions into active individuals who establish a culture of resistance. Het project is het initiatief van het Antwerps Jeugdsectoroverleg, een overleg van 26 professionele jeugdwerkorganisaties uit de stad Antwerpen. Het is niet de stem van de organisaties die spreekt, maar het rapport vertolkt, medieert en kanaliseert de stem van kinderen en jongeren in Antwerpen. Georganiseerd, niet-georganiseerd, anders georganiseerd. In het najaar 2016, startten de onderzoekers met een kwantitatieve bevraging van ongeveer 1000 kinderen en jongeren uit alle districten, van alle leeftijden, met alle meningen. Het doel is na te gaan welke (beleids)thema’s bij hen leven. In het voorjaar 2017 gingen de onderzoekers verder in gesprek over de thema’s die kinderen en jongeren belangrijk vinden. The project is the initiative of the Antwerp Youth Sector Consultation, a consultation of 26 professional youth work organisations from the city of Antwerp. However, it is not the voice of the organisations you read here. The researchers interpret, mediate and channel the voices of children and young people in Antwerp. Organised, non-organised, differently organised. In the autumn of 2016, they started with a quantitative survey of about 1000 children and young people from all districts, of all ages, with all opinions. The aim is to find out which (policy) themes live with them. In the spring of 2017 the researchers continued their discussion about the themes that children and young people found important. Hiervoor waren inzendingen van NGO’s aan het Comité voor de Rechten van het Kind zeer vaak gebaseerd op de standpunten en reacties van volwassenen die betrokken waren bij de zaak. Dit had als gevolg dat de bezorgdheden van kinderen het VN VRK Comité slechts bereikte op een onderdrukte manier. Met betrekking tot de inzendingen die worden gemaakt door kinderen en jongeren, kunnen hun prioriteiten verschillen ten opzichte van het Comité. Een voorbeeld van een geval waar de prioriteiten van kinderen en het Comité verschillen houdt verband met 'spelen’, aangezien kinderen meer vrije tijd willen, meer ruimte om te spelen, etc. Deze paper gaat de impact na van de verslagen gemaakt door kinderen en jongeren. Summary: In 1998, two reports were submitted that reflected the voices of children and young people. Before, NGO submissions to the Committee on the Rights of the Child were more often than not based on the views and comments of concerned adults. Hence, the concerns of children reached the UNRCR Committee in a muted form. With regards to submissions made by children or young people, priorities can differ in comparison with the Committee. An example of an issue where the priorities of children and the Committee diverge relates to 'play’, since children want more leisure, more space to play, etc. This paper assesses the impact of these submissions made by children and young people.
