Er wordt uitgelegd hoe het concept van kindvriendelijke steden werd ontwikkeld, en wat haar sleutelrol is voor de implementatie van het Kinderrechtenverdrag in elke stad. De principes en praktijken van kindvriendelijke steden worden geïllustreerd met voorbeelden van Spanje, de Bezette Gebieden van Palestina, Kroatië, Ecuador, Brazilië, India, Bangladesh, Zweden, Libanon, Albanië en Oekraïne. Summary: This paper describes the features that make a city “child friendly”, and the legal, institutional, budgetary and planning measures needed to underpin them. It explains how the concept of child friendly cities developed, and its key role in ensuring the implementation of the Convention on the Rights of the Child in each city. The principles and practices of a child friendly city are illustrated by examples from Spain, the Occupied Territories of Palestine, Croatia, Ecuador, Brazil, India, Bangladesh, Sweden, Lebanon, Albania and the Ukraine. Dit artikel wil een dieper begrip vergaren van de specifieke effecten die natuurrampen hebben op kinderen en hoe zij beter kunnen betrokken worden in het proces van ramp-risico-reductie. Het artikel vangt aan met een beoordeling van de gepubliceerde literatuur inzake de door kinderen geleide ramp-risico-reductie benadering en beschrijft er de sleutelelementen van. Dan identificeert het de effecten van overstromingen op kinderen in Bangladesh en analyseert het de traditionele aanpak die werd ontwikkeld door gemeenschappen, waarbij punten van verbetering worden aangestipt. Tot slot analyseert het hoe de belanghebbenden kinderen betrekken in de ramp-risico-reductie en identificeert het de kansen en mogelijkheden om kinderen hier gebruikelijk in te betrekken. Summary: Children are particularly vulnerable to the effects of natural disasters. This article aims to gain a deeper understanding of the specific effects of natural disasters on children and how they could better be involved in the disaster risk reduction (DRR) process. The article begins with a review of the literature published on the Child-led Disaster Risk Reduction (CLDRR) approach and describes the key issues. Then it identifies the effects of floods on children in Bangladesh and analyses the traditional coping mechanisms developed by communities, highlighting where they could be improved. Finally, it analyses how DRR stakeholders involve children in the DRR process and identifies the opportunities and gaps for the mainstreaming of a CLDRR approach in Bangladesh. Hun kwetsbaarheid is groter in vele ontwikkelingslanden aangezien daar er een hogere graad van armoede en prille sociale beschermingsmechanismen zijn. Sociale bescherming kan een middel zijn om de ongelijkheden te bestendigen maar kan ook gebruikt worden om mensenrechten, gelijkheid en inclusie te bevorderen. Dit artikel kijkt naar de evolutie van deze sociale beschermingsystemen in vier ontwikkelingslanden, nl. Ethiopië, Ghana, Indonesië en Bangladesh en hoe de realisatie van kinderrechten werd beïnvloed. Binnen elk van de landen werden de inspanningen om bij te dragen tot sociale bescherming geanalyseerd volgens het type van inspanning en dan vergeleken met indicatoren die de realisatie van kinderrechten meten. De analyse toont aan dat goed gecoördineerde sociale beschermingssystemen met een wijd bereik die zowel sociale bijstand, sociale verzekering, een goed ontwikkeld menselijk kapitaal en inspanningen voor empowerment leveren, meer waarschijnlijk zullen resulteren in de toenemende realisatie van kinderrechten Summary: Children are one of the most vulnerable groups in almost any population because of their physical and emotional dependence on adults and social status. Their vulnerability is greater in many developing countries because of the higher incidence of poverty and nascent social protection mechanisms. Social protection can serve as a tool to perpetuate inequities or can be used to promote human rights, equality, and inclusiveness. This paper looks at how social protection evolving in four developing countries, Ethiopia, Ghana, Indonesia, and Bangladesh, affects the realization of children's rights. Each country's social protection efforts are analyzed according to the type of effort and then compared to indicators measuring the realization of children's rights. The analysis indicates that well-coordinated social protection systems with wide coverage that include social assistance, social insurance, as well as human capital and empowerment efforts are more likely to result in the progressive realization of children's rights. Door aandacht te schenken aan de gedetailleerde mechanismes van de machtsrelaties en de lokale politiek van de rechtshervormingen, is het mogelijk om een allesomvattend begrip te verkrijgen over de verwoording tussen de lokale en de internationale mensenrechtendiscours. Summary: In this paper, the tensions and intricacies, involved in the politics of reforming juvenile rights in Bangladesh, are presented. By paying attention to the detailed mechanics of power relations and the local politics of law reform, is it possible to gain a complete understanding of the articulation between the local and the international human rights discourse.
