De impact van oorlog op kinderen kan niet worden onderschat, aangezien de fysieke gevolgen van sterfte en invaliditeit, en de psychologische effecten van het verlies van een familielid en andere sociale structuren, de levens van jongeren kan verwoesten. De VN Veiligheidsraad heeft aangetoond dat het bereid is om een creatieve oplossing te ondersteunen. De belangrijkste onderdelen van deze oplossing zijn de controle, rapportering en het nalevingsmechanisme, die meer informatie kunnen verschaffen over de schendingen die worden begaan tegen kinderen op een snellere en nauwkeurigere manier. De conventionele paradigmata in de mensenrechten en de toepassing en handhaving van het humanitair recht worden herdacht. De Veiligheidsraad en de Secretaris-generaal passen de traditionele doctrines flexibel toe op het internationale recht - met betrekking tot actoren, bronnen en toepassing - zodat er een reële verandering kan optreden. |
| Summary: |
The impact of war on children cannot be underestimated, since the physical consequences of death and disability, and the psychological effects of losing a family member and other social structures can devastate the live of young people. The Security Council has demonstrated a willingness to support a creative solution. Key components of this solution are the monitoring, reporting and compliance mechanism, which can help gather information about violations against children in a timely and accurate matter. The conventional paradigms of human rights and humanitarian law application and enforcement are rethought. The Security Council and Secretary-General apply traditional doctrines of international law - with regards to actors, sources and enforcement - in a flexible way so real change can be achieved. |
