We brengen verslag uit van een project met betrekking tot vijf landen waarbij een vergelijkende studie wordt gedaan omtrent kinderbescherming om bepaalde aanbevelingen te doen voor het beleid en om de praktijk te informeren over de herontwikkeling van het Zwitserse kinderbeschermingssysteem. De federale overheid van Zwitserland en de Optimus en Oak stichtingen gaven het project de titel: "Association Programme National pour la Protection de l'Enfant." We identificeren de historisch ontwikkelde trajecten van kinderbeschermingssystemen samen met een aantal veelvoorkomende 'drivers': de bewijskracht voor de prevalentie en effecten van kindermishandeling, het samengaan van sociale en economische beleid en praktijken die de vroegtijdige investering in kinderen promoten, de invloed van kinderrechten en de vergelijkende internationale ranglijsten wat betreft het welzijn van kinderen. We beschrijven de cross-nationale methodologie van het project en de analyse van de resultaten. Drie hoofdindicatoren voor de prestaties van nationale kinderbeschermingssystemen worden aangegeven: het creëren van een cultuurgevoelig kader voor een kinderbeschermingsbeleid, het scheppen van een relationeel hart en het gebruik van bewijsmateriaal om beleid en praktijk te informeren. Deze houden de aanbevelingen in met betrekking tot het Zwitsers kinderbeschermingssysteem. De resultaten stellen een prototype voor met een mogelijks nut in soortgelijke cross-nationale studies, en ze versterken het argument dat cross-cultureel leren in een context van de geglobaliseerde gemeenschap niet alleen mogelijk is, maar wenselijk. |

We report a five-nations project in comparative child protection to provide recommendations on policy and practice to inform the redevelopment of the Swiss child protection system. The Swiss Federal Government and the Optimus and Oak Foundations commissioned the project—collective title: Association Programme National pour la Protection de l'Enfant. We identify the historical developmental trajectories of child protection systems together with common drivers: the evidential basis for the prevalence and effects of child abuse, the co-joining of social and economic policies and practices to promote early investment in children, the influence of children's rights and comparative international league tables on child well-being. We describe the cross-national project methodology and analysis of results. Three key indicators for the performance of national child protection systems are indicated: creating a culturally sensitive child protection governance framework, building a relational heart and using evidence to inform policy and practice. These encapsulate the recommendations made with respect to the Swiss child protection system. The results provide a prototype model with potential utility in similar cross-national studies, and add weight to the argument that cross-cultural learning in the context of a globalised society is not only possible, but desirable. |
