Deze mededeling bevat voorstellen om het engagement van de Europese Unie en de lidstaten te versterken om mensenhandel te voorkomen en bestrijden. Het bepaalt ook de samenwerkingsmechanismen om dit probleem doeltreffender te bestrijden. Bij de bestrijding van de handel in kinderen voert de EU een beleid op basis van het VN-Verdrag inzake de rechten van het kind. De problemen inzake mensenhandel in kinderen en kinderpornografie in Europa moeten meer het onderwerp van aandacht en onderzoek worden, met name door middel van het Raad van Europa-Actieprogramma over kinderen en geweld (2006-2008). De EU zal actief steun bieden aan gemeenten die met het probleem van kinderhandel geconfronteerd worden ("sweat shops", bedelen, zakkenrollen, prostitutie) en zal gezamenlijk zoeken naar oplossingen met de landen van herkomst van de kinderen. Tot slot zal bijzondere aandacht worden besteed aan niet-begeleide minderjarigen. |

This Communication puts forward proposals to strengthen the commitment of the European Union and the Member States to preventing and fighting against trafficking in human beings. It also defines cooperation mechanisms to combat this problem more effectively. In combating the trafficking of children, the EU adopts a policy based on the UN Convention on the Rights of the Child. The problem of trafficking children and child pornography in Europe should be the subject of increased attention and research, in particular through the Council of Europe Action Programme on Children and Violence (2006-2008). The EU will provide active support to municipalities confronted with the problem of child trafficking ("sweat shops", begging, pickpocketing and prostitution) and will seek solutions jointly with the countries of origin of the children. Finally, particular attention will be paid to unaccompanied minors.
