Naar aanleiding van artikel 12 IVRK wordt een toenemend aantal kinderen en jongeren betrokken in het beleidsproces. Tot nu toe werd dit niet gevolgd door een praktijkevaluatie. Dit moet veranderen, om ervoor te zorgen dat men uit de bestaande ervaring kan leren om een meer algemeen verspreide en meer effectieve betrokkenheid te ontwikkelen. Ter illustratie wordt in dit artikel de ontwikkeling van de Ierse “National Children’s Strategy” gebruikt. Op basis daarvan stelt dit artikel dat de vereiste evaluatie meer moet zijn dan een controle. Men moet voorbij het formeel gedocumenteerde oppervlak van participatie-initiatieven kijken, door een analyse te ontwikkelen die gebaseerd is op een kritische benadering van zowel het beleid als de evaluatie. |

Prompted by Article 12 of the UN Convention on the Rights of the Child, there is a growing number of examples of children and young people being involved in the policy process. To date this had not been matched by evaluation of the practice. This situation needs to change to ensure that existing experience provides learning for more widespread and more effective involvement. Using the development of the Irish National Children’s Strategy for illustration, this article argues that the evaluation required must be more than monitoring. There is a need to get below the formal documented surface of participatory initiatives through developing analysis based in a critical perspective on both policy and evaluation. |
