Onderwijs:AlgemeenSamenvatting: Het doel van dit Verdrag heeft een positieve en een negatieve dimensie. Enerzijds verplicht het lidstaten om alle vormen van discriminatie in het onderwijs te elimineren (artikel 3). Anderzijds moeten lidstaten een nationaal beleid oprichten en toepassen om gelijkheid van kansen en behandeling te bevorderen (artikel 4). Het Verdrag bevat ook een aantal beginselen waaraan de Staat zich moet houden, waaronder de doelen van het onderwijs, de rechten van ouders om onderwijs voor hun kinderen te kiezen, en rechten van minderheden (artikel 5). Summary: The purpose of this Convention has a positive and a negative dimension. On the one hand, it obliges State parties to seek to eliminate all forms of discrimination in education (Article 3). On the other hand, States must develop and apply national policies to enhance equality of opportunity and of treatment (Article 4). The Convention also contains a number of principles to which the States must adhere, among which the aims of education, the rights of parents to choose education for their children, and rights of minorities (Article 5). Onder andere artikel 23 en 26 van het universele verdrag inzake de Rechten van de Mens die gerelateerd is aan werk en onderwijs, het verdrag inzake discriminatie binnen onderwijs, de economische, sociale en culturele rechten en de burgerlijke en politieke rechten worden vernoemd. Summary: This convention is about technical and vocational education. Many relevant policy instruments are discussed in this convention. Articles 23 and 26 of the Universal Declaration of Human Rights which relate to the right work and to education, the principles contained in the Convention against Discrimination in Education, the International Convenant on Economic, Social and Cultural Rights and the International Convenant on Civil and Political are among others mentioned. Het instrument begint met een definitie van de termen, gevolgd door de reikwijdte en leidende beginselen. Vervolgens worden nationaal beleid, planning en administratie behandeld. Bijzondere aandacht wordt besteed aan een aantal specifieke aspecten van leren, training en actie, alsook aan wat voor actie men in de verschillende onderwijssectoren dient te ondernemen. Onderwijs voor leraren, schoolmateriaal en uitrusting, onderzoek en proefneming, en internationale samenwerking krijgen ook een plaats in de Aanbeveling. Summary: In this Recommendation, the General Conference of UNESCO establishes a number of provisions and principles on education for international understanding, cooperation, peace, human rights and fundamental freedoms. It starts of with a definition of the terms, followed by the scope and guiding principles. Afterwards, national policy, planning and administration are addressed. Special attention is paid to particular aspects of learning, training and action, as well as to what action to take in various sectors of education. Teacher education, equipment and materials, research and experimentation and international cooperation are elaborated upon as well.
