Werk:JeugdwerkloosheidSamenvatting: De sociale en demografische structuur van de Europese samenlevingen verandert: mensen leven langer en de bevolkingsaantallen dalen door een lagere vruchtbaarheidsgraad. Op die manier zullen jongeren in de toekomst een minderheid vormen in een ouder wordende maatschappij, zal hun invloed in het democratische systeem afnemen en zullen de jongeren-gerelateerde onderwerpen en noden mogelijk aan gewicht verliezen in politieke debatten en in het beslissingsproces. Deze gepercipieerde politieke marginalisatie zou kunnen leiden tot politieke frustratie en wantrouwen bij jonge mensen. Deze jonge mensen worden ook geconfronteerd met frustratie in hun steeds moeilijker wordende overgang naar werk en het volwassen leven. Integratie op de arbeidsmarkt is een van de belangrijkste ontwikkelingstaken voor de weg van een jongere naar de autonomie en de onafhankelijkheid. De arbeidsmarkt is echter radicaal veranderd, doordat zij flexibiliteit en jobs verloren is, en ze vraagt steeds hogere kwalificaties. Jonge mensen willen dat hun stem gehoord wordt en willen een echte rol spelen in het beslissingsproces in hun samenlevingen. De beste manier om dit te bereiken is door hun sociale integratie te versterken, door de economische, sociale en politieke macht met hen te delen en hen een volledig burgerschap en volledige toegang tot jobs te verlenen. Door de nabijheid van burgers, is het op het lokale en regionale niveau dat dit het best bereikt kan worden. Het Congres voor Lokale en Regionale Autoriteiten van de Raad van Europa roept daarom de lokale en regionale autoriteiten op om verscheidene stappen te nemen. Summary: The social and demographic structure of European societies is changing: people are living longer and population levels are declining owing to lower fertility rates. Thus, in the future, youth will become a minority in an ageing society, their influence within the democratic system will decrease, and youth-related subjects and needs may lose weight in political debates and the decision-making process. This perceived political marginalisation could lead to political frustration and distrust among young people. Young people are also facing frustration owing to their increasingly difficult transitions to work and adult life. Integration into the labour market is one of the key development tasks on a young person’s way to autonomy and independence. However, the labour market has changed radically, having lost flexibility and jobs, and requiring ever higher qualifications. Young people want to make their voices heard and to play a real role in decision making in their societies. The best way to achieve this is to strengthen their social integration by sharing economic, social and political power with them and giving them full citizenship and full access to jobs. Due to the proximity to citizens, it is at local and regional levels that this can best be achieved. The Congress of Local and Regional Authorities of the Council of Europe therefore invites local and regional authorities to take several steps. Werk:JeugdwerkloosheidSamenvatting: In deze resolutie roept PACE de lidstaten van de RvE op om de steile daling van werkgelegenheid voor jongeren om te keren door deze problematiek tot één van de belangrijkste pijlers van het werkbeleid te maken. Banen, sociale dialoog en stimulansen om jonge werkkrachten aan te nemen moeten worden gecreëerd; interactie tussen werkgevers, publieke uitzendondernemingen en jonge werkzoekenden moet verbeterd worden; de link tussen onderwijsinstellingen en ondernemingen moet aangemoedigd worden; oriëntatie en voorbereidende activiteiten moeten bevorderd worden, vooral voor kansarme en kwetsbare jonge mensen; fiscale of sociale voordelen moeten worden ingevoerd voor bedrijven die jongeren aannemen; systemen moeten ontwikkeld worden om jonge mensen, en vooral de meest kwetsbaren onder hen, toegang te verlenen tot bijstand bij hun werk; en men moet leren van goede voorbeelden uit andere landen. PACE nodigt de nationale parlementen ook uit om een jaarlijks debat te houden over jeugdproblematiek – inclusief jeugdwerkloosheid. Ze zouden de mogelijkheid die hieruit voorkomt om actieplannen op te stellen niet mogen overzien. Summary: In this resolution, PACE calls on the Council of Europe member states to reverse the sharp decline in youth employment by making it one of the major priorities of employment policy; fostering quality job creation, social dialogue and incentives for hiring young workers; improving interaction between employers, state employment agencies and young jobseekers; strengthen links between educational institutions and businesses; enhancing educational orientation and other preparatory activities, especially for disadvantaged or vulnerable young people; putting in place fiscal or social incentives for businesses to employ young people; develop systems allowing young people, and in particular the most vulnerable amongst them, to have access to assisted employment; and learning from good practices in other countries. PACE also invites national parliaments of the member states to consider holding annual debates on youth problems, including youth employment challenges, and the possibility of proposing youth action plans to tackle the problems thus identified.

Werk:JeugdwerkloosheidSamenvatting: De Parlementaire Vergadering drukt in deze aanbeveling haar grote zorg uit over het feit dat de jonge generatie in Europa disproportioneel hard wordt getroffen door werkloosheid, armoede en uitsluiting. Dit is niets minder dan een tragedie in de maak. Indien er geen voelbare verbetering komt, riskeert Europa niet alleen een “verloren generatie” van gedesillusioneerde jonge mensen voort te brengen, maar ook haar eigen politieke stabiliteit en sociale samenhang, rechtvaardigheid en vrede, alsook haar lange termijn competitiviteit en ontwikkelingsvooruitzichten in de globale context, te ondermijnen. De Vergadering is er van overtuigd dat Europa de intergenerationele solidariteitsmechanismen moet reactiveren en de politieke, sociale en economische macht beter moet delen met de jonge generatie. Het gepast ondersteunen van jonge mensen vandaag, zelfs in een periode van bezuinigingen, is de beste investering die Europa kan maken voor haar toekomstige vitaliteit en kwaliteitsgroei. Vanuit deze overtuiging worden verscheidene aanbevelingen gericht aan de lidstaten. In haar antwoord benadrukt het Comité van Ministers dat, naast de wetgevende en institutionele maatregelen die door de Vergadering werden aangehaald om de Europese samenwerking en de zorg voor de toegang van jonge mensen tot hun sociale en economische rechten en kansen te versterken, ook een kwaliteitsvolle opleiding van belang is om jonge mensen voor te bereiden op hun leven als burgers en voor hun integratie in de arbeidsmarkt. Het Comité benadrukt ook het excellente niveau van samenwerking met de Europese Unie, in het bijzonder op het vlak van de toegang van jonge mensen tot sociale, economische en politieke rechten. Summary: The Parliamentary Assembly is deeply concerned by the fact that the young generation in Europe is disproportionally hit by unemployment, underemployment, poverty and exclusion. This is nothing less than a tragedy in the making. If no tangible improvements are made, Europe risks not only producing a “lost generation” of disillusioned young people, but also undermining its political stability and social cohesion, justice and peace, as well as its long-term competitiveness and development prospects in the global context. The Assembly is convinced that Europe needs to reactivate intergenerational solidarity mechanisms and better share political, social and economic power with the young generation. Adequately supporting young people today, even in times of austerity, is the best investment Europe can make for its future vitality and quality growth. From this point of view, several recommendations are made to member states.
In addition to the legal and institutional measures recommended by the Assembly to enhance European co-operation and foster young people’s access to social and economic rights and opportunities, the Committee of Ministers underlines in its reply the importance of quality education in preparing young people for life as citizens and for their integration in the labour market. Werk:JeugdwerkloosheidSamenvatting: Indien Europa de doelstellingen van de Lissabonstrategie wil bereiken op het vlak van groei en jobs, is het noodzakelijk dat haar jonge mannen en vrouwen sociaal en professioneel geïntegreerd worden. Een dergelijke integratie promoot ook de persoonlijke vervulling van jonge mensen, alsook de sociale samenhang en het actieve burgerschap. Jonge mensen staan echter nog tegenover uitdagingen op het vlak van tewerkstelling, opleiding en training, armoede, gezondheid, en participatie en democratische vertegenwoordiging. Daarom werd een vernieuwd kader voor Europese samenwerking op het vlak van jeugd ontwikkeld om betere kansen te bieden aan Europa’s jonge mensen. Het wil de efficiëntie en effectiviteit van de Europese samenwerking verbeteren door het instellen van een strategie voor het komende decennium dat voortbouwt op de geboekte vooruitgang en de lessen geleerd uit het vorige kader. Summary: For Europe to attain the objectives regarding growth and jobs set by the Lisbon strategy, it is imperative that its young men and women are socially as well as professionally well integrated. Such integration also promotes young people’s personal fulfilment, social cohesion and active citizenship. However, young people still face challenges in terms of employment, education and training, poverty, health, and participation and democratic representation. Therefore, a renewed framework for European cooperation in the youth field has been designed to provide better opportunities for Europe’s young people.
This renewed framework is based on the Commission’s communication of April 2009 on the new European Union (EU) Youth Strategy.
