De ervaring, beleving en coping van mid-adolescente slachtoffers van vermogens- en geweldsdelicten beschrijft een multimethodologisch onderzoek met een dominant kwalitatief onderzoeksluik waarin aan de hand van interviews een antwoord gezocht wordt op de vraag hoe mid-adolescenten die slachtoffer worden van vermogens- en geweldsdelicten deze ervaring beleven, ermee omgaan en welke factoren hierbij een rol spelen. Tot op heden is deze topic voor criminologen grotendeels onontgonnen terrein, daar jongeren in eerste instantie geassocieerd worden met het plegen van criminaliteit. In dit doctoraatsonderzoek werd vooral aandacht besteed aan wat het voor een mid-adolescent betekent om slachtoffer te worden van een vermogens- of geweldsdelict, maar ook aan hoe anderen (zowel relevante derden uit het informele sociale netwerk als medewerkers van hulpverleningsinstanties en politie) hierop reageren en vooral hoe deze reacties een impact kunnen hebben op het slachtoffer.

This book describes a multi-methodological research with a dominant qualitative research component in which, based on interview, an answer is searched to the question how mid-adolescents who are the victim of a crime in relation to property or violence deal expercience this, how they deal with it and what factors contribute to this. Until now, this area has practically not been touched by criminologists, as young pepole are in first instance associated to the commitment of crimes. In the PhD research, attention was mainly paid to what it mean for a mid-adolescent to be a victim of such a crime on property or with violence, but also to how other (both significant others from the informal social network, as staff of aid organizations and policy) react to this and in particular how these reaction have an impact on the victim.

Kinderen in kwetsbare situaties:Geweld / uitbuiting:Seksueel geweld:Seksueel misbruikSamenvatting: Adolescent dating geweld is een dringend internationaal probleem: Er zijn nochtans slechts enkele pogingen gedaan om het internationaal bewijsmateriaal met betrekking tot dit fenomeen te verzamelen. Dit artikel bespreekt het hedendaagse bewijs uit Europa en Noord-Amerika van de prevalentie, de dynamische risicofactoren, en de effectiviteit van interventieprogramma's voor adolescent dating geweld. Prevalentiebevindingen suggereren dat slachtofferschapsaantallen vergelijkbaar zijn in Europa en Noord-Amerika. Hoewel individuele studies verschillende prevalentie rapporteren, is de algehele hiërarchie van geweldssoorten - waarbij psychisch / emotioneel geweld het meest en seksueel geweld het minst voorkomt - consistent in bijna alle onderzoeken. Vier dynamische risicofactoren werden geïdentificeerd: peer-invloed, middelengebruik, psychologische aanpassing en competenties, en de houding ten opzichte van geweld. Peer-invloeden en de houding ten opzichte van geweld lijken de meest uitgebreid bewezen factoren in de literatuur. Negen bestaande interventieprogramma's worden geïdentificeerd, allen gelegen in Noord-Amerika. Interventie resultaten zijn gemengd, waarbij een aantal evaluaties significante voordelen rapporteren op lange termijn, terwijl anderen melden dat positieve interventie effecten verdwijnen gedurende follow-up. Tentatieve analyse suggereert dat de programma's gericht op gedragsverandering beter duurzame effecten kunnen uitlokken. Summary: Adolescent dating violence is a pressing international issue: yet, there have been few attempts to collate the international evidence regarding this phenomenon. This article reviews contemporary evidence from Europe and North America on prevalence, dynamic risk factors, and the efficacy of intervention programs for adolescent dating violence. Prevalence findings suggest that victimization rates are comparable across Europe and North America. Although individual studies report differing prevalences, the overall hierarchy of violence types – in which psychological/emotional violence is most and sexual violence least prevalent – is consistent across almost all investigations. Four dynamic risk factors for perpetration are identified: peer influence, substance use, psychological adjustment and competencies, and attitudes towards violence. Peer influences and attitudes towards violence appear to be the most extensively evidenced factors in the literature. Nine existing intervention programs are identified, all located within North America. Intervention results are mixed, with some evaluations reporting significant long-term benefits while others report positive intervention effects dissipate throughout follow-up. Tentative analysis suggests that programs focused on behavioral change may elicit sustainable effects more readily. However, this is difficult to ascertain with no data on program repetitions and variations across intervention pedagogy and sample. Concerns with existing research and interventions and possible future directions are discussed. Kinderen in kwetsbare situaties:Geweld / uitbuiting:AlgemeenSamenvatting: Deze studie werd ontwikkeld om informatie te verkrijgen van ontwikkelde landen en ontwikkelingslanden over de mate waarin beschermingsmaatregelen voor kinderen, vereist door het VN Verdrag inzake de Rechten van het Kind (VRK), worden geïmplementeerd, en om de impact van de implementatie op het opstellen van een basissysteem voor kinderbescherming te evalueren. Experten inzake kinderbescherming en –rechten vanuit 42 landen (6 geïndustrialiseerde landen en 36 ontwikkelingslanden) vulden een enquête in over artikel 19 van het VRK en de vereiste implementatie van kinderbeschermingsmaatregelen. Vervolgens werden de landen beoordeeld op basis van de effectiviteit van de implementatie, het huidige niveau van effectiviteit van kinderbescherming en de relevantie van de verbeteringen van kinderbescherming sinds het VRK werd aangenomen in 1989. De resultaten tonen aan dat de succesvollere kinderbescherming een combinatie van twee types sociale programma’s vereist: infrastructuur die de kinderbescherming ondersteunt (wetgeving en diensten) en ten minste één ondersteuningsprogramma voor interventie gebaseerd op informatie. De studie benadrukt de nood voor overheden om een systematische benadering op te nemen voor kinderbescherming, inclusief beleid en wetgeving, programma’s en sociale diensten gebaseerd op informatie, net als professionele training en het bewustmaken van het publiek. Summary: This study was designed to obtain information from developed and developing countries on the level of implementation of the United Nations Convention on the Rights of the Child (CRC) required child protection measures, and to evaluate the impact of implementation on the establishment of a basic child protection system. Child protection and rights experts from 42 countries (6 industrialised and 36 developing) completed a questionnaire on CRC Article 19 required child protection measures implementation and rated their country's effectiveness in implementation, the current level of effectiveness of child protection, and the relevance of improvements in child protection since the CRC was adopted in 1989. The results indicate that more successful child protection requires a combination of 2 types of social programmes: a child protection infrastructure (legislation plus services) and at least one information-based intervention support programme. The study reinforces the need for governments to take a systems approach to child protection, including policy/legislation, information-based programmes and social services, as well as professional training and public awareness raising. Ook wordt het belang van flexibele, toegankelijke en coöperatieve partnerschappen tussen het onderwijssysteem, ouders en gemeenschapswerkers onderlijnd, zodat men effectief op geweld op school kan reageren. Het CLRA herinnert het Comité van Ministers van de RvE ook aan zijn belangrijke rol bij het circuleren van informatie en moedigt samenwerking hieromtrent aan. Summary: In this Recommendation, CLRA elaborates on a number of fundamental principles on which any policy for combating or preventing violence against children should be based. It also underlines the importance of flexible, responsive and cooperative partnerships between the education system, parents and community workers to effectively respond to school violence. CLRA also reminds the Committee of Ministers of the CoE of its important role in circulating information and encourage cooperation on this matter. Ook dient het Comité de lidstaten uit te nodigen een aantal essentiële regionale en internationale instrumenten inzake geweld tegen vrouwen te ondertekenen, ratificeren en implementeren. Internationale samenwerking tussen overheidsinstellingen en NGO's dient te worden versterkt; politiemensen en rechters die met vrouwelijke slachtoffers van geweld in contact komen dienen hiervoor een geschikte training te krijgen; de aanwerving van vrouwelijke politieagenten moet aangemoedigd worden; informatie- en bewustmakingscampagnes moeten de mensen informeren over de onaanvaardbaarheid van geweld tegen vrouwen; en preventieve initiatieven ter promotie van gelijke relaties moeten gepromoot worden. Summary: In this Recommendation, PACE asks the Committee of Ministers to draw up a European programme to combat violence against women and a European charter of domestic work. Also, the Committee should invite member states to sign, ratify and implement a number of key regional and international instruments in this regard; step up international co-operation between state institutions and NGOs; introduce training programmes for police officers and judges dealing with women victims of violence; encourage recruitment of female police officers; run information and awareness-raising campaigns to educate the public about the unacceptability of violence towards women; and set up preventive initiatives to promote equal relations.
