Onderwijs:AlgemeenSamenvatting: Dit artikel focust op de strategieën die Israëlische ouders van kinderen met hoog functionerende communicatiestoornissen toepassen in hun onderhandelingen met gemeentelijke plaatsingscommissies, om hun recht om volledig betrokken te worden in zaken die het schoolgaan van hun kinderen betreffen te realiseren. Daar de kinderen vanwege hun beperking niet zelf kunnen opkomen voor hun rechten, komt deze taak bij de ouders terecht. Het artikel beweert dat de ouders in de onderhandelingen alternatieven inbrengen voor het professionele discours dat typisch is voor de werkcultuur van het comité. Het alternatieve discours is gebaseerd op het zelfbewustzijn van de ouders over hun cultureel kapitaal en hun begrip van de democratische cultuur, wat hun begrip versterkt van de verplichting van de stedelijke ambtenaren om hen onderwijsfaciliteiten te geven die aansluiten bij hun wereldbeeld. Dit onderzoek maakt een onderscheid tussen formele en informele handelingsstrategieën die ertoe bijdragen om de ouders om te vormen van passieve subjecten die de beslissingen van de comités aanvaarden naar actieve individuen die weerbaarheid tonen. Summary: This article focuses on the strategies that Israeli parents of children with high functioning communication disorders apply in their negotiations with municipal placement-committees, in order to realize their right to be fully involved in matters concerning their children’s schooling. The article’s claim is that the parents introduce into the negotiation process alternatives to the professional discourse inherent in the committee’s working culture. The alternative discourse rests on the self-awareness of the parents to their cultural capital and their understanding of a democratic culture, which reinforces their perception of city officials’ duties to grant them educational services which accord with their world view. This study distinguishes between formal and informal strategies of action that assist the parents turning from passive subjects who accept the committee’s decisions into active individuals who establish a culture of resistance. Onderwijs:Informeel en non-formeel lerenSamenvatting: Armoede kan een zeer groot obstakel zijn voor positieve levensveranderingen in het VK. Ennals en Murphy (2005) suggereren dat het ontsnappen aan de armoedeval waarschijnlijker is voor hen die in het onderwijs blijven tot de leeftijd van 16. Het schoolleven kan echter problemen meebrengen voor kinderen uit families van lage inkomens, waar leren een lagere prioriteit verkrijgt dan sociale aanvaarding (Ridge, 2005). Dit artikel beargumenteert dat jongeren in armoede ook in mindere mate participeren in andere leeractiviteiten. De aard van het leren in buitenschoolse settings wordt onderzocht, en de bijzondere kenmerken van de educatieve relaties die het buitenschoolse leren ondersteunen, worden bediscussieerd. De auteurs concluderen dat kinderen met een nadelige achtergrondsituatie, die begrip hebben voor de educatieve relaties, meer kans hebben om positieve houdingen te ontwikkelen ten aanzien van onderricht. Strategieën om de extra nadelen te herstellen die non-participatie in vrijetijdsactiviteiten creëren voor jongeren in lage inkomensfamilies worden gesuggereerd. Summary: Poverty may be the major obstacle to positive life chances in the UK. Ennals and Murphy (2005) suggest that escape from the poverty trap is more likely for those who remain in education after the age of 16. However, school life may bring problems for children from low income families, with learning assuming a lower priority than social acceptance (Ridge, 2005). This article argues that young people in poverty are also less likely to participate in other learning activities. The nature of learning in out-of-school-time settings is explored and the distinctive features of the educational relationships that underpin out-of-school-time learning are discussed. We conclude that children from disadvantaged backgrounds who have acquired an understanding of educational relationships are more likely to develop positive attitudes to learning. Strategies to redress the added disadvantage that non-participation in leisure activities creates for young people in low income families are suggested. Onderwijs:AlgemeenSamenvatting: In de afgelopen jaren zijn vele Europese onderwijssystemen gestart met een hervormingsproces van het onderwijsbeleid en het curriculum met betrekking tot burgerschapseducatie. Dit artikel onderzoekt de hervorming van burgerschapseducatie in de context van Spanje. Het artikel gaat over hoe en in welke mate Spanje zich in 2006 richtte tot bepaalde thema's omtrent zowel nationale als globale burgerschapseducatie, alsook culturele diversiteit en immigratie. Tegenover een typologie waarin er een onderscheid wordt gemaakt tussen vier verscheidene aanpakken omtrent nationale en globale burgerschapseducatie, inclusief traditionele, op vaardigheden, waardengebaseerde en reflexieve aanpakken, is dit artikel gebaseerd op kwalitatieve inhoudsanalyse van het curriculum en de geassocieerde tekstboeken van de Spaanse burgerschapseducatie en mensenrechten. De bevindingen focussen op thema's met betrekking tot mensenrechten, nationaal en globaal burgerschap en culturele diversiteit en co-existentie. Summary: In recent years, many European education systems have embarked on a process of education policy and curriculum reform related to citizenship education. This article explores citizenship education reform in the context of Spain. It considers how and to what extent Spain’s 2006 citizenship education addressed issues of national and global citizenship, as well as cultural diversity and immigration. Against a typology of four distinct approaches to national and global citizenship education, including traditional, skills-based, values-based, and reflexive approaches, the article draws on qualitative content analysis of Spain’s recent Education for Citizenship and Human Rights curriculum and associated textbooks. Findings focus on themes of human rights, national and global citizenship, and cultural diversity and co-existence. Onderwijs:AlgemeenSamenvatting: Elke middelbare school in Zuid-Afrika is wettelijk verplicht om een leerlingenraad op te richten waarbij elk lid democratisch wordt verkozen. Dit artikel kijkt naar hoe deze vertegenwoordiging van de leerlingenraad wordt gerealiseerd in vier middelbare scholen. Er zijn drie onderzoeksvragen met een focus op de praktijk van de leerlingenraad, hoe men begaan is met de rechten van de leerling en welke rol volwassenen spelen in het bemiddelen met de vertegenwoordigers van de leerlingenraad. Dit artikel onderzoekt of deze leerlingenraden plaatsen zijn waar leerlingen actief streven naar bepaalde rechten waarin bepaalde mogelijke ongelijkheden en onrechtvaardigheden bestaan. Dit draagt bij aan het werk betreffende de inwerkingtreding van het UN- Verdrag inzake de Rechten van het Kind en de grondwet in Zuid-Afrika. Op deze manier wordt ook de complexiteit binnen schoolrelaties verkend die bijdragen tot het vormgeven van hun potentieel. Summary: Each secondary school in South Africa is legally obliged to establish a representative council of learners, a democratically elected, learner-only council. This article looks at how the representative councils of learners are realised in practice in four secondary schools. Three research questions focus on the practice of representative councils of learners, how they engage with learner rights and the role adults play in mediating representative councils of learners. The article explores whether representative councils of learners are spaces where learners actively pursue rights agendas where inequalities and injustices exist. It adds to a body of work exploring the enactment of the United Nations Convention on the Rights of the Child and Constitution in South Africa and explores the complexity of schooling relations which shape their potential. Onderwijs:AlgemeenSamenvatting: In de context van het Zuid-Afrikaanse beleid dat gelijkheid garandeert op basis van seksuele oriëntatie, beschrijft dit artikel de manieren waarop de directie van een school onderhandelt en de rechten van homoseksuelen en lesbiennes aanvecht. De implicaties hiervan worden geanalyseerd. Het artikel is gebaseerd op een 'queer'-aanpak dat relaties van de heterogene dominantie, onderwerping en de materiële en sociale werkelijkheid herkent waarin dergelijke relaties tot stand komen. Uit de studie blijkt dat een politieke nadruk op rechten een positief effect heeft om de homoseksuele agenda op school binnen te brengen. Maar dit is niet de enige manier waarop de rechten gestuurd kunnen worden. Discriminatie, seksuele ontkenning en religieuze intolerantie gecombineerd met etnische en culturele praktijken wijzen op grote restricties. Niettemin, biedt het artikel belangrijke inzichten voor het aansturen van educatie. Hierbij wordt gewezen op het uitbreiden van mogelijkheden met een politieke en beleidsgerichte nadruk op de verantwoordelijkheden van scholen over seksuele rechten. Summary: Against the backdrop of South Africa’s policies that guarantee equality on the basis of sexual orientation, this article documents the ways in which school managers negotiate and contest the rights of gays and lesbians at school, analysing the implications. It draws on a queer approach which recognizes relations of heterosexual domination and subordination as well as the material and social realities through which such relations are produced. Of importance, the study finds that the political emphasis on rights has positive effects for raising the homosexual agenda at schools. Yet, this is not the only means through which rights are managed. Discrimination, sexual denial and religious intolerance combined with racialized and cultural practices point to severe restrictions. Nonetheless, the article provides important insights for educational management noting the broadening options amid political and policy emphasis on schools’ responsibilities for sexual rights.
