Deze mededeling stelt een strategie voor toekomstig jeugdbeleid voor. Het wil een sector-overschrijdende aanpak instellen om jonge mensen in Europa te versterken om een aantal van de huidige uitdagingen aan te gaan, in het bijzonder met betrekking tot onderwijs, tewerkstelling, sociale inclusie en gezondheid. De voorgestelde nieuwe strategie biedt bijzondere aandacht aan kansarme jongeren. De samenwerking tussen jeugd en andere beleidsdomeinen, alsook samenwerkend beleidsmaken via de vernieuwde open methode van coördinatie, zal verbeterd worden. Binnen de context van dit laatste, wordt het voor jonge mensen ook mogelijk om zich uit te spreken in een structurele dialoog. De nieuwe lange termijn-strategie bestaat uit drie overkoepelende en onderling verbonden doelen die nauw verwant zijn aan die van de vernieuwde sociale agenda, met verschillende actievelden die onder elk doel worden voorgesteld. Elk actieveld bestaat uit een korte termijn doel en specifieke acties die de Lidstaten en de Commissie moeten ondernemen, gebaseerd op hun respectievelijke bevoegdheidsdomeinen. |
| Summary: |
The communication provides a strategy for future youth policies. It seeks to establish a cross-sectoral approach to empower young people in Europe to face a number of current challenges, in particular regarding education, employment, social inclusion and health. The proposed new strategy pays particular attention to youth with fewer opportunities. Collaboration between youth and other policy areas, as well as collaborative policy-making through the renewed open method of coordination (OMC) will be improved. In the context of the latter, young people will also be able to express themselves in a structured dialogue. The new long-term strategy consists of three overarching and interconnected aims that are closely associated with those of the renewed social agenda, with several fields of action proposed under each aim. Each field of action consists of a short-term objective and specific actions to be undertaken by Member States and the Commission, based on their respective spheres of competence. |
