Dit project betreft onderzoek met als focus: “Naar een cliëntgerichte jeugdzorg: het project ‘integrale jeugdzorg’ als ‘case-study’ voor Vlaanderen”. Het doel van deze studie is om het veranderingsproces naar een cliëntgerichte jeugdzorg op micro-, meso- en macroniveau in kaart te brengen en te analyseren vanuit een interdisciplinair perspectief. Waarom en hoe vindt de evolutie binnen de jeugdzorg naar een cliëntgerichte werking plaats? Om op deze vraag te antwoorden beoordeelt dit onderzoek de relevante indicatoren van het veranderingsproces, en plaatst het deze indicatoren in context. Het onderzoeksmodel bestaat uit twee delen. Een eerste deel bepaalt, situeert en onderzoekt het model van cliëntgericht werken op zowel een macro- als mesoniveau. De onderzoekers stellen zich hierbij volgende vragen: (1) Welke sociale, politieke en culturele evoluties hebben bijgedragen tot de bestaande percepties en verwachtingen betreffende jeugdzorg?; (2) Wat was/is de invloed van deze evoluties op de praktijk?; en (3) Wordt het beleidsproces al dan niet gezien als legitiem? Deze vragen worden beantwoord aan de hand van enerzijds een exhaustieve literatuurstudie (gericht op volgende domeinen: psychologie, (bijzonder) onderwijs, criminologie, sociologie, management en beleid) en anderzijds een diepgaande analyse van beleidsdocumenten. Een tweede deel beschouwt het project ‘Integrale Jeugdhulpverlening’ als ‘case-study’ waarin ontwikkelde modellen worden vergeleken met het veranderingsproces in de praktijk op zowel een meso- als microniveau. Voorgaande wordt bereikt door te focussen op zowel het implementatieproces zelf (gebruikmakend van diepgaande observaties) als op de veranderingen in theoretische noties bij de hulpverlener in praktijk (door middel van semigestructureerde interviews en vragenlijsten). Doorheen dit onderzoek maakt men gebruik van een vergelijkend perspectief met Nederland als maatstaf. |

This project concerns research regarding the following topic: “Towards a client-oriented youth care: the project 'Integral youth care' as a case-study for Flanders (Belgium)”. The purpose of this study is to map out and analyze, from an interdisciplinary perspective, the transformation process towards ‘client-focused’ youth care at a micro, intermediate and macro level. Why and how does the evolution in youth care towards ‘client-focused’ care take place? To answer this question, the project assesses and contextualizes relevant indicators of the transformation process. The research design consists of two parts. First, the model of 'client-focused' care is defined, situated and traced at a macro and intermediate level. The project questions (1) Which social, political and cultural evolutions contributed to the existing perceptions and expectations concerning youth care, (2) What is the influence of these evolutions on practice and (3) Whether the policy developing process is perceived as legitimate. These questions are answered by means of an exhaustive study of literature, i.e. relevant psychological, (special) educational, criminological and sociological sources as well as literature concerning management and policymaking and an extensive analysis of policy documents. Secondly, the investigation focuses on the project of 'Integrale Jeugdhulpverlening'(in English: ‘integral youth care’) as a case study, in which developed models are compared with the transformation process in practice at an intermediate and micro level. This is achieved by investigating the implementation process itself (using extensive observation) as well as the changes in theoretical notions of the social worker in practice (by means of semi-structured interviews and questionnaires). Throughout this research a comparative perspective is used, in which the Netherlands serve as a touchstone. |
