Dit onderzoeksproject betreft een evaluatie van de structurele cliëntparticipatie in de regio’s Integrale Jeugdhulp (IJH). Het kaderdecreet inzake de integrale jeugdhulp benoemt ‘participatie’ als één van de werkingsprincipes van de integrale jeugdhulp. Hetzelfde decreet bepaalt de minimale samenstelling van respectievelijk de adviesraad en de Regionale Stuurgroep en voorziet in een vertegenwoordiging van minderjarigen en ouders in deze twee organen (art. 36 en art. 46). Dit zijn hefbomen om te komen tot structurele cliëntparticipatie in de jeugdhulp. Een reflectie-instrument ter ondersteuning van de structurele participatie van minderjarigen en ouders in de integrale jeugdhulp, wordt in 2004 binnen de context van het Centrum voor Bevolking- en Gezinsstudie ontwikkeld. Dit vormt de basis om op een regionaal niveau aan participatie van minderjarigen en ouders vorm te geven. In 2008 en 2009 wordt een evaluatie gemaakt van de (organisatie van de) structurele participatie van minderjarigen en ouders in en aan de integrale jeugdhulp. Dit onderzoeksproject kent twee grote hoofdfases. In een eerste fase wordt een procesbeschrijving gemaakt van de wijze waarop structurele cliëntparticipatie in de zes regio’s van de integrale jeugdhulp (West-Vlaanderen, Oost-Vlaanderen, Antwerpen, Vlaams-Brabant, Limburg en Brussel) vorm heeft gekregen (2005-2008). Het accent ligt op de cliëntvertegenwoordiging in de regionale stuurgroepen en de participatieorganen die zijn opgebouwd om de cliëntvertegenwoordigers of de regionale stuurgroep te ondersteunen bij de realisatie van beleidsparticipatie van cliënten. In een tweede fase ligt de focus op de evaluatie van dit groeiproces naar structurele cliëntparticipatie. De evaluatie gebeurt op basis van de procesbeschrijving en evaluatiegesprekken met stafmedewerkers ‘participatie’ in de regio’s, cliëntvertegenwoordigers in de participatieorganen en cliëntvertegenwoordigers in de regionale stuurgroepen. |

This research project concerns an evaluation of structural client participation within the regions of Integrated Youth Care. The decree concerning integrated youth care brings up ‘participation’ as one of the working principles of the integrated youth care. The same decree determines the minimal composition of respectively the advisory body and the Regional Steering Committee and provides for the representation of minors and their parents in both these organs (art. 36 and art. 46). These organs are means to achieve structural client participation within youth care. A reflective instrument as support for the structural participation of minors and their parents in the integrated youth care system is developed in 2004 in the context of the Centre for Population- and Family studies. This results in a platform to shape the participation of minors and parents on a regional level. In 2008 and 2009 an evaluation is made of the (organisation of the) structural participation of minors and parents in the integrated youth care. This research project consists of two main phases. A first phase (2005-2008) consists of a process description of the way structural client participation is shaped in the six regions of the integrated youth care system (West-Flanders, East-Flanders, Antwerp, ‘Vlaams-Brabant’, Limburg and Brussels). The focus is on client representation within the regional steering committees and the participation organs that are built to support these client representations or the regional steering committee in their realisation of clients’ policy participation. The second phase focuses on the evaluation of this growth process to structural client participation. The evaluation occurs on the basis of both process description and evaluation conversations with: staff member's participation in the regions, client representation within the participation organs and client representations within regional steering committees. |
