In deze Algemene Commentaar behandelt het Comité het recht van het kind om vrij te zijn van alle vormen van geweld. Het Comité maakt zich zorgen over de omvang en intensiteit van geweld dat op kinderen wordt uitgeoefend. Daarom roept het op om wettelijke, gerechtelijke, administratieve, sociale en educatieve maatregelen massief te versterken en uit te breiden om hier een punt achter te zetten. Eerst en vooral werkt de tekst een aantal algemene bepalingen uit. Daarna maakt het een wettelijke analyse van artikel 19 VRK, interpreteert het dit artikel in het breder kader van het Verdrag, voorziet het in suggesties inzake een nationaal coördinatie-kader inzake geweld tegen kinderen, en behandelt het de middelen voor implementatie en de nood aan internationale samenwerking. |

In this General Comment, the Committee discusses the right of the child to freedom from all forms of violence. The Committee is concerned about the extent and intensity of violence exerted on children. It therefore calls on a massive strengthening and expansion of legislative, judicial, administrative, social and educational measures to put an end to these practices. First, the GC elaborates on a number of general provisions. It then makes a legal analysis of Article 19 CRC, interprets this Article in the broader context of the Convention, provides guidance on a national coordinating framework on violence against children, and discusses resources for implementation and the need for international cooperation. |
