De Europese Unie is vastbesloten om de rechten van kinderen te bevorderen en in te spelen op hun basisbehoeften als integrerend onderdeel van zowel haar interne en externe beleid. Als onderdeel van het proces, schetst de mededeling "Naar een EU-strategie voor de rechten van het kind", op 4 juli 2006 goedgekeurd, een proces voor het ontwikkelen van een strategie op lange termijn voor de EU inzake de rechten van kinderen. Eén van de initiatieven in de mededeling van 2006 is de uitwerking van een actieplan over kinderen in het externe optreden. Deze mededeling, met de bijbehorende werkdocumenten over 'de rechten van kinderen in het externe optreden' en 'Kinderen in noodsituaties en Crisis', is bedoeld om bij te dragen aan de ontwikkeling van een dergelijke strategie op lange termijn, in verband met de EU-richtsnoeren voor de bevordering en bescherming van de rechten van het kind, goedgekeurd door de Raad in december 2007. De bijgevoegde actieplannen ondersteunen een grotere rol voor de EU in de mondiale uitdaging om de eerbiediging en bevordering van de rechten van kinderen te waarborgen samen met het identificeren van specifieke acties van de kant van de Europese Commissie. |

The European Union is firmly committed to promoting children’s rights and responding to their basic needs as an integral part of both its internal and external policies. As part of the process of honouring this commitment, the Communication “Towards an EU Strategy on the Rights of the Child”, adopted on 4 July 2006, outlines a process for developing a long-term strategy for the EU on children’s rights. One of the initiatives identified in the 2006 Communication is the elaboration of an Action Plan on Children in External Action. The present Communication, with the attached Staff Working Papers on 'Children’s Rights in External Action' and on 'Children in Situations of Emergency and Crisis' is intended to contribute to the development of such a long-term strategy in connection with the EU Guidelines for the Promotion and Protection of the Rights of the Child, adopted by the Council in December 2007. The attached Action Plans support an enhanced role for the EU in the global challenge to ensure the respect and promotion of children's rights together with identifying specific actions on the part of the European Commission. |
