In deze Algemene Commentaar geeft het Comité voor de Rechten van het Kind een juridische analyse van VRK-artikel 4 met betrekking tot overheidsbegrotingen. Het Comité bepaalt dat een begroting voor kinderrechten voldoet aan 5 principes: effectiviteit, efficiëntie, rechtvaardigheid, transparantie en duurzaamheid. Het Comité biedt ook richtlijnen en aanbevelingen over hoe kinderrechten te realiseren in relatie tot elk van de vier fasen van het proces van de openbare begroting, d.w.z. plannen, aannemen, uitvoeren en opvolgen. |

In this General Comment, the Committee on the Rights of the Child provides a legal analysis of CRC-article 4 in relation to public budgets. It establishes that public budgeting for children's rights complies to 5 principles: effectiveness, efficiency, equity, transparency and sustainability. The Committee also provides more detailed guidance and recommendations on how to realize children’s rights in relation to each of the four stages of the public budget process, i.e. planning, enacting, executing and follow-up. |
