| Samenvatting: |
Het doel van dit Verdrag heeft een positieve en een negatieve dimensie. Enerzijds verplicht het lidstaten om alle vormen van discriminatie in het onderwijs te elimineren (artikel 3). Anderzijds moeten lidstaten een nationaal beleid oprichten en toepassen om gelijkheid van kansen en behandeling te bevorderen (artikel 4). Het Verdrag bevat ook een aantal beginselen waaraan de Staat zich moet houden, waaronder de doelen van het onderwijs, de rechten van ouders om onderwijs voor hun kinderen te kiezen, en rechten van minderheden (artikel 5). |
| Summary: |
The purpose of this Convention has a positive and a negative dimension. On the one hand, it obliges State parties to seek to eliminate all forms of discrimination in education (Article 3). On the other hand, States must develop and apply national policies to enhance equality of opportunity and of treatment (Article 4). The Convention also contains a number of principles to which the States must adhere, among which the aims of education, the rights of parents to choose education for their children, and rights of minorities (Article 5). |
