Dit Verdrag is het eerste in zijn soort om de verschillende vormen van seksueel misbruik tegen kinderen als strafbare feiten te behandelen. Het stelt een aantal preventieve maatregelen voor, alsook programma’s om slachtoffers te ondersteunen en manieren om hen te beschermen in juridische procedures. Met het doel om kindersekstoerisme tegen te gaan, zorgt het Verdrag ook voor de mogelijkheid om strafbare feiten die in het buitenland gepleegd werden, te vervolgen. De aanneming van het Verdrag situeert zich in de context van het programma van de Raad van Europa “Bouwen aan een Europa voor en met kinderen”. |
| Summary: |
This Convention is the first instrument to establish the various forms of sexual abuse of children as criminal offences. It outlines a number of preventive measures, programmes to support victims and ways to ensure that child victims are protected during judicial proceedings. In addition, with the aim of combating child sex tourism, the Convention establishes that individuals can be prosecuted for some offences even when the act is committed abroad. The adoption of the Convention is to be seen in the context of the Council of Europe programme “Building a Europe for and with children”. |
