Deze aanbeveling behandelt de aanpak van jeugddelinquentie. Ze is gebaseerd op aanbeveling uit 1987, die een actualisering moest ondergaan vanwege de toetreding van nieuwe lidstaten en nieuwe maatschappelijke ontwikkelingen. Enkele belangrijke punten zijn:
- jeugd(straf)rechtssysteem slechts onderdeel van een meer omvattend maatschappelijk antwoord op jeugdcriminaliteit
- repressieve aanpak moet worden vermeden; aandacht moet gericht zijn op opvoeding, scholing en herintegratie
- jongeren moeten minstens op dezelfde procedurele aanpak en waarborgen aanspraak kunnen maken als volwassenen
- vrijheidsberoving dient uitsluitend als laatste middel te worden toegepast en interventies moeten zoveel mogelijk worden uitgevoerd in de eigen woonomgeving. |
| Summary: |
This Recommendation deals with the combat of juvenile delinquency. It is based on an earlier recommendation from 1987, which had to undergo an update due to the accession of new member States and new social developments. A number of important points include:
- Juvenile (criminal) justice systems are only part of a more comprehensive societal response to juvenile crime;
- Repressive approaches should be avoided, attention should focus on education, training and rehabilitation;
- Young people should enjoy at least the same level of protection and claims as adults;
- Deprivation of liberty should always be a measure of last resort, and interventions should be effectuated in the natural environment of the child whenever possible. |
