Samenvatting:	De ontwikkelingen in algemene omstandigheden voor jongeren in de Europese Unie (EU) blijven een gemengd beeld vertonen. De Commissie benadrukt de nood om meer en vroeger te investeren om de sociale integratie van jongeren in Europa te verbeteren. Het beleidskader dat werd opgesteld door het Europees Jongerenpact in 2005 is niet voldoende om jongeren te helpen omgaan met de moeilijkheden waarmee zij geconfronteerd worden. Deze Communicatie benadrukt de nood aan een grotere focus op jeugd in beleid rond sociale inclusie en in het beleid dat gelinkt is aan de vernieuwde Lissabonstrategie voor Groei en Jobs. De Commissie stelt een transversale strategie voor waarbij beleidsmakers en de verschillende stakeholders op Europees, nationaal, regionaal en lokaal niveau worden betrokken.
Summary:	Developments in general conditions for young people in the European Union (EU) continue to present a mixed picture. The Commission highlights the need to invest more and earlier in order to improve the social integration of young people in Europe. The policy framework set up by the European Youth Pact in 2005 is not enough to help young people to deal with the difficulties they face. This Communication highlights the need for a greater focus on youth in social inclusion policies and in policies related to the renewed Lisbon Strategy for Growth and Jobs. The Commission proposes a transversal strategy involving policymakers and the various stakeholders at European, national, regional and local levels. This strategy comprises a series of initiatives encouraging Member States to promote the full participation of young people in society and building bridges between education and employment.
