Samenvatting: Dit project betreft een studie over de ondersteuning van het basisonderwijs in ontwikkelingslanden. Meer concreet brengt deze studie recente trends in kaart m.b.t. de ondersteuning van het basisonderwijs in ontwikkelingslanden, en kadert het de Belgische ondersteuning aan de sector van het basisonderwijs binnen deze ontwikkelingen. Het onderzoek verkent de uitdagingen m.b.t. financiering van het basisonderwijs, brengt de ervaringen met verschillende ondersteuningsmechanismen in kaart, en bespreekt de implicaties van die bevindingen voor het ontwikkelingsbeleid van donoren zoals België. Dit onderzoek dient als input voor een conferentie over de rol van het basisonderwijs in ontwikkelingssamenwerking, die doorgaat in Brussel in mei 2013. Het doelpubliek van de conferentie zijn Belgische parlementairen, beleidsmakers, academici, en praktijkdeskundigen.
Summary: In this project, recent trends regarding the support for elementary education in developing countries and the role of Belgium in these developments, are studied. The study explores challenges regarding financing elementary education, maps out experiences with different support mechanisms, and discusses the implications of the research results for development policies of donors such as Belgium. The project will provide input to a conference about the role of elementary education in development, which takes place in Brussels in May 2013. The audience targeted for this conference consists of Belgian parliamentarians, policy makers, academics and aid/care professionals.

Samenvatting:	Sinds de vroege jaren 1990 is het begrip "participatie" één van de belangrijkste begrippen geworden onder de internationale en intergouvernementele ontwikkelingsorganisaties die zich focussen op kinderen. Door participatieprojecten op te zetten, proberen deze instanties de levens van kinderen te transformeren. Hoewel er veel aandacht wordt geschonken aan de technische, institutionele en gedragsmatige uitdagingen bij het bereiken van dit doel, wordt er veel minder aandacht besteed aan de politieke context in dewelke zulke transformatie wordt gezocht. Steunend op de opkomende kritieken van participatieve ontwikkelingen (voor volwassenen), tracht dit artikel aan te tonen dat er inherente beperkingen bestaan met betrekking tot kinderparticipatie. Deze beperkingen ontstaan uit het falen bij het aangaan van de confrontatie met de aan het werk zijnde krachten die geassocieerd kunnen worden met de kapitalistische uitbreiding. Er wordt beargumenteerd dat de maatschappelijke veranderingen die leiden tot een realisatie van de rechten van de kinderen die in armoede leven en gemarginaliseerd zijn, een grotere politieke wil nodig hebben, samen met nieuwe vormen van alliantie tussen de internationale ontwikkelingsorganisaties die zich focussen op kinderen.
Summary:	Since the early 1990s "participation" has grown to become a key notion amongst child-focused international and intergovernmental development organizations. By means of participatory projects such bodies commonly seek to achieve transformation of children's lives. While considerable consideration has been given to the technical, institutional and attitudinal challenges to achievement of this goal, far less attention has been paid to the political context in which such transformation is sought. Drawing upon the emerging critique of (adult) participatory development, this article seeks to illustrate the inherent limitations of child participation resulting from the failure to confront the workings of power associated with capitalist expansion. It argues that societal change leading to the realisation of the rights of impoverished and marginalised children requires greater political will and new forms of alliance amongst international child-focused development organizations.

Summary:	In this Communication, the Commission proposes collective EU action to scale up interventions in developing countries during the period 2007-2011. It proposes a collective Community action to support programmes to combat HIV/AIDS, malaria and tuberculosis run by developing and middle-income countries and an action at international level in areas where the EU can provide added value. The EU declares itself to be committed to stepping up political dialogue on human rights, sexual and reproductive health and rights, and on the needs of orphans and vulnerable children. Samenvatting:	De Europese Unie (EU) streeft ernaar de rechten van het kind te bevorderen en in internationaal verband te verdedigen. Deze mededeling draagt bij tot de vaststelling van een actieplan voor kinderen binnen het externe optreden van de EU, uitgaande van een overkoepelende aanpak waarbij rekening wordt gehouden met de verschillende aspecten van het vraagstuk en met inzet van het beleid inzake humanitaire hulp, ontwikkeling, veiligheid en mensenrechten. Om de talrijke problemen op te lossen creëert de EU een kader voor een algemene aanpak van de bescherming en bevordering van kinderrechten in derde landen. Deze aanpak moet worden gebaseerd op een alomvattende en universele visie op de rechten van het kind, en moet passen in bredere strategieën voor ontwikkeling en armoedebestrijding. Voor de coördinatie van haar extern optreden wil de EU onder meer de volgende maatregelen toepassen: ontwikkelingssamenwerking, handelsmaatregelen, politieke dialoog, maatregelen op regional en mondiaal niveau, versterking van de autonomie van kinderen en jongeren, en humanitaire hulp. Summary:	The European Union (EU) seeks to promote children’s rights and to advance them at international level. This Communication contributes to defining an EU Action Plan on Children in External Action, based on a holistic approach, which takes account of the various aspects of the problem by calling for humanitarian, development, security and human rights policies. To respond to the many existing challenges, the EU is establishing a framework for a comprehensive approach towards the protection and promotion of children’s rights in third countries. This approach must be based on a global, universal view of children’s rights. It must also be included in wider development and poverty eradication strategies. The EU plans to rely on a variety of measures to ensure coordination of its external action, such as development cooperation, trade policy, political dialogue, regional and global actions, empowerment and humanitarian aid.
