Binnen het raamwerk van een collaboratief programma om sociale uitsluiting tegen te gaan, gefinancierd door de EU, werd er een studie uitgevoerd in Griekenland over de mentale gezondheid van kinderen die leven in de institutionele sociale zorg. De sample bestond uit 204 van 2173 kinderen tussen de 6 en 18 jaar die willekeurig werden geselecteerd, levend in de (29) instellingen van sociale zorg onder de staat en de Griekse Orthodoxe Kerk. 250 andere kinderen in residentiële zorg, aangeboden door NGO’s en andere vrijwilligersorganisaties, werden niet opgenomen in de studie. De bevindingen toonden aan dat er een gestage daling voorkwam in de populatie van kinderen in instellingen, terwijl er een stijgende nood aan verzorging wordt waargenomen. Toen de studie werd uitgevoerd (december 2002-Maart 2003) leefden er 2773 kinderen tussen de 0-18 jaar onder zorg van de staat, 2173 in instellingen en 600 in pleeggezinnen, in totaal 11000 kinderen van de totale kinderpopulatie in het land. De instrumenten die werden gebruikt bestonden uit: a) de Achenbach Checklist voor het Gedrag van Kinderen (CBCL; Achenbach & Edelbrock, 1983); b) een enquête over het kind en zijn famillie en c) een enquête over de instelling, het beleid en zijn functie. Alle instellingen antwoorden met informatie over 95% van de sample van de kinderen. De resultaten toonden een hoge morbiditeit aan van psychische stoornissen aangezien één in de drie kinderen klinisch gediagnosticeerd waren met een psychisch gezondheidsprobleem, wat de specifieke historische en culturele karakteristieken reflecteert die invloed uitoefent op de evolutie van het beleid van kinderwelzijn in het land. Kinderbescherming in Griekenland manifesteert zich op een zeer andere manier dan in andere landen in de EU, en de noodzakelijke reoriëntatie moet de kloof te overbruggen tussen de organisationele afscheiding van kinderbescherming en de mentale gezondheid die bijdraagt aan de schending van kinderrechten, net zoals de combinatie van culturele gevoeligheid en het empirische bewijs, tezelfdertijd overeenkomstig met het VN Verdrag inzake de Rechten van het Kind. |

Within the framework of a EU funded collaborative program against social exclusion, a study was carried out in Greece on the mental health of children living in institutional social care. The sample comprised 204 out of 2173 children 6-18 years, randomly selected, living in all (29) institutions of social care under the state and the Greek Orthodox Church. An additional 250 children in residential care provided by NGO’s and voluntary organizations were not included in the study. Findings revealed a steady decline in the population of children in institutions while an increasing need for fostering is being observed. At the time of the study (December 2002-March 2003), 2773 children 0-18 years were living under state care, 2173 in institutions and 600 in foster families, comprising 11000 of the total population of children in the country. The instruments administered were: a) the Achenbach Child Behavior Checklist (CBCL; Achenbach & Edelbrock, 1983), b) a questionnaire on the child and its family and c) a questionnaire on the institution, its policies and functions. All institutions responded with information on 95% of the children sample. Results depict a high morbidity of mental health disorders as one in three children were clinically diagnosed with a mental health problem while differences in morbidity were observed among the three categories of institutions, reflecting the specific historical and cultural characteristics that have been influencing the evolution of child welfare policies in the country. As child protection in Greece manifests itself very differently to that of other countries in the EU, the re-orientation needed should bridge the gap between the organizational separation of child protection and men¬tal health which is contributing in the violation of children’s rights, as well as on the combination of cultural sensitivity and empirical evidence while being in accordance with the UN Convention on the Rights of the Child. |
