Integrale jeugdhulp wil de jonge gebruiker van hulp en ondersteuning meer centraal plaatsen. Participatie is daarbij één van de leitmotieven. De overheid richt allerlei participatiestructuren op en spreekt vertegenwoordigers van cliënten aan om deze structuren te bevolken. Als overtuigde supporters van participatie, zijn we niet laaiend enthousiast over de wijze waarop die hier gerealiseerd wordt. Een geprefabriceerd vertegenwoordigingsmodel moet inspraak van kinderen, jongeren en hun ouders mogelijk maken. In deze bijdrage illustreren we aan de hand van concrete voorbeelden de beperkingen van zo’n model dat uitmondt in georganiseerde schijnparticipatie die voorbijgaat aan de jongere zelf. We moeten niet ver zoeken om die stelling empirisch te onderbouwen. Zo nam integrale jeugdhulp een valse start toen een brede coalitie van organisaties weigerden om vertegenwoordigers af te vaardigen. Participatie lijkt wel gedoemd om uitgehold te worden zodra het op de werkvloer landt. En jonge gebruikers zijn daar de dupe van. Dat kan toch niet de bedoeling zijn? |

Youth care wants to give young users of assistance and support a more central place. Participation is here one of the leitmotives. The government adresses all kinds of participation structures and talks to the representatives of clients to populate these structures. As convinced supporters of participation, we are not very enthusiastic about the way participation is used in this context. A prefabricated representation model should enable the participation of children, young people and their parents. In this paper we demonstrate concrete examples of the limitations of such a model that results in organized tokenistic forms of participation that overlook the young people themselves. We don't have to search far to underpin these propositions in an empirical way. Flemish youth care took a false start when a broad coalition of organizations refused to delegate the representatives. Participation seems fatally to be hollowed out at the time it reaches the workplace. And young users are the victims in this case. Could that be the right intention? |
