Interorganisationeel vertrouwen wordt gezien als een uitermate belangrijk aspect voor een geslaagde coördinatie en samenwerking tussen organisaties, voornamelijk wanneer het een complex geheel aan actoren betreft. Tegelijk is interorganisationeel vertrouwen een moeilijk te definiëren, weinig tastbaar en contextafhankelijk fenomeen. Dit doctoraatsonderzoek over interorganisationeel vertrouwen binnen Justitie maakt deel uit van het breder onderzoeksproject ‘Justice and Populations’, een interuniversitaire attractiepool (IUAP) gefinancierd door Belspo. Dit doctoraat legt zich toe op de relatie tussen de actoren betrokken bij de gerechtelijke afhandeling van jeugddossiers: het jeugdparket, de jeugdrechtbank en de sociale dienst voor gerechtelijke jeugdbijstand. Het doel van dit onderzoek is het uitgebreid verkennen van het verschijnsel van interorganisationeel vertrouwen tussen de vermelde organisaties om op die manier een bijdrage te kunnen leveren aan zowel de maatschappelijke discussie rond de efficiënte werking van justitie, als aan de academische discussie over interorganisationeel vertrouwen. Via zowel diepte-interviews als surveyonderzoek wordt enerzijds zicht verkregen op de belangrijkste componenten van interorganisationeel vertrouwen binnen deze context en worden anderzijds de huidige vertrouwensrelaties tussen de betrokken actoren in kaart gebracht. Summary: This project concerns exploratory research into interorganisational trust and distrust within the Belgian juvenile justice system. Interorganisational trust is considered a very important aspect of successful coordination and cooperation between organizations, especially when it involves a complex network of different actors. However, at the same time interorganisational trust remains intangible, difficult to define and a context-dependent phenomenon. This doctoral study is part of a broader research project on ‘Justice and Populations’, an Interuniversity Attraction Pole (IUAP) funded by Belspo. This doctoral research focuses on the relationship between the actors involved in handling judicial youth cases. Key players responsible for the efficient and correct processing of these cases are the juvenile prosecutor, the juvenile court and the social service for judicial assistance. This research aims to contribute to both the public debate on the efficient functioning of the judiciary sector, and to the academic debate on interorganisational trust, through a comprehensive exploration of the phenomenon of interorganisational trust between the organizations listed. By means of in-depth interviews as well as a survey, a clear picture is obtained on the key components of interorganisational trust within this context and the current trust relationships between the actors. Media:AlgemeenSamenvatting: Dit artikel bespreekt een onderzoek op basis van interviews met focusgroepen, dat werd gevoerd om de kennis te verbeteren van de houding die Europese jongeren aannemen ten opzichte van de politie. De studie onderzoekt het beeld dat Vlaamse jongeren hebben over drie grote aspecten van het werk van de politie (prestaties, procedurele rechtvaardigheid en distributieve rechtvaardigheid) en hoeveel belang zij hechten aan deze perspectieven. De 106 jongeren van tussen de 13 en de 19 jaar oud die deelnamen aan twaalf interviews met focusgroepen, gaven blijk van een genuanceerde en volwassen opvatting van het werk van de politie. Ze stelden dat het verkondigen dat je een negatieve houding aanneemt tegen de politie ‘part of the deal is’ van het jong zijn, eerder dan een reflectie over een negatief beeld over de werking van de politie. Deze studie toont het belang aan van het aanvullen van dit brede bevragingsonderzoek met kwalitatief onderzoek.

The study explores Flemish Belgian youths’ perceptions of three main aspects of policing (performance, procedural justice and distributive justice) and how much importance they attach to those perceptions. The 106 13–19 year olds who participated in 12 focus group interviews proved to have nuanced and mature conceptions of police work. They stated that proclaiming a negative ATP is ‘part of the deal’ of being young rather than a reflection of negative perceptions of police functioning. This study shows the importance of complementing the largely survey-based research on adolescents’ ATP with qualitative research.

Aangezien onderzoek aantoont dat de adolescentie een cruciale periode is in de ontwikkeling van ideeën over de politie wordt daarbij specifiek gefocust op de opvattingen van jongeren. Op basis van inzichten uit voorgaand onderzoek wordt gekeken naar de percepties van jongeren over de prestaties (hoe goed is de politie in het bestrijden van allerlei misdrijven?), de procedurele rechtvaardigheid (hoe rechtvaardig verlopen besluitvormingsprocessen en hoe respectvol behandelen agenten burgers?) en de verdelende rechtvaardigheid van de politie (verdeelt de politie haar diensten gelijkwaardig over verschillende groepen in de samenleving?), alsook naar de relatie met hun algemene houding ten aanzien van de politie.

Previous research on the factors that influence the public’s opinion about the police mostly focused on the influence of direct encounters with the police. Most people, however, only occasionally come into direct contact with the police. Their chances of coming into contact with the police through the media, on the other hand, are very high. Messages about the police are constantly spread in the news, in fictional shows, in movies and in social media. Therefore, the main goal of the dissertation is to examine the relationship between media use and people’s conceptions of the police. Since research shows that attitudes toward the police are most strongly developed during adolescence, the focus will be on adolescents’ beliefs about the police. Based on results from previous studies adolescents’ beliefs about the performance of the police (how effective are the police in crime control?), about the procedural fairness of the police (how fair are the decision-making processes and how respectfully do police officers treat citizens?) and about the distributive fairness of the police (do the police provide a similar service to different groups in society?) will be examined, as well as the relationship with their global attitude toward the police.

This study uses the relational model of procedural justice to examine whether and to what extent police officers in CSI Miami, NCIS, Without a Trace, and The Mentalist provide opportunities for participation for citizens and act in a trustworthy, respectful, and neutral manner. Results show that fictional police officers generally follow fair procedures, but sometimes break the rules. The authors argue that the context in which most cases of rule-breaking occur strengthens, rather than undermines, police officers' position as societal moral agents.
