Interlandelijke adoptie is een van de verschillende mogelijke zorgvormen voor kinderen zonder ouderlijke zorg. Het vertegenwoordigt ook een inmenging met de fundamentele rechten en de persoonlijke identiteit van een kind. Hoewel bedoeld als een humanitaire daad, is het overbrengen van een kind van de omgeving van zijn of haar biologische familie, zijn of haar familiale omgeving en thuisland naar een vreemd land en een nieuwe familie onvermijdelijk een traumatiserende ervaring, die moet worden benaderd met de grootste zorg en gevoeligheid voor de individuele situatie van het kind. Met het oog op de recente trends waarin interlandelijke adoptie een mogelijke en interessante optie voor alternatieve zorg blijft, herhaalt de Vergadering haar oproep aan de lidstaten van de Raad van Europa om hun relevante beleid kracht bij te zetten om de praktijk van interlandelijke adopties enkel uit te voeren onder veilige voorwaarden waarbij het belang van het kind gevrijwaard wordt. Hiervoor formuleert de Vergadering enkele aanbevelingen. |
| Summary: |
Intercountry adoption is one of several possible care options for children without parental care. It also represents an interference with the fundamental rights and personal identity of a child. Above all intended as a humanitarian act, transferring a child from the context of its biological family, its family environment and home country to a foreign country and a new family is necessarily a traumatising experience and needs to be handled with utmost care and sensitivity for the child’s individual situation. In view of recent trends which continue to make intercountry adoption a possible and interesting care option for many children, the Assembly, formulating several recommendations, reiterates its call to Council of Europe member States to reinforce their relevant policies to pursue the practice of intercountry adoption under secure conditions while respecting the best interests of the child. |
