Dit project betreft een ‘benchmarking’ onderzoek voor de lidstaten en de EU-rapportage met betrekking tot MONTRASEC (Monitoring van mensenhandel en seksuele uitbuiting van kinderen). Concreet heeft het project als doel om de SIAMSECT modellen om te zetten in een gebruiksvriendelijke ‘interface’ en rapportage ‘tool’. Recente beleidsdiscussies van de Europese Unie onderstrepen de dringende noodzaak voor consistente registratie en analyse van data m.b.t. mensenhandel. Zonder dergelijke omkadering bestaat er een ernstige ondergraving van de capaciteit van de EU om de schaal en aard van het probleem te beoordelen, alsook om effectieve beleidsantwoorden hierop te formuleren. MONTRASEC – een model voor de toezicht op mensenhandel, seksuele uitbuiting van kinderen en vermiste kinderen – toont aan dat echte vooruitgang mogelijk is wanneer men inspeelt op deze problemen. Voortbouwend op het vorig SIAMSECT onderzoek, wordt er een praktisch ‘IT tool’ ontwikkeld waardoor de drie fenomenen op een integrale en multidisciplinaire manier kunnen worden beschreven, geïnterpreteerd en geanalyseerd. De ‘IT tool’ voorziet Nationale ‘Rapporteurs’ of gelijkaardige mechanismen van een ruimere en uniforme registratiecapaciteit. De MONTRASEC ‘IT tool’ voorziet bouwstenen waarmee de Europese Commissie of een toekomstig Europees toezichtcentrum op THB horizontale vergelijkingen kan maken tussen de rapporten van de lidstaten. Het project beschrijft hoe een werkbaar ‘IT tool’ – waarvan de inhoud gebaseerd is op internationale legale instrumenten en de tool definities bevat m.b.t. de drie fenomenen –ontwikkeld en getest wordt door een scala aan operationele agentschappen binnen twee aparte lidstaten van de Europese Unie. Aandacht gaat uit naar de kritische vragen in verband met het tegemoetkomen aan de databescherming van lidstaten en -Europa, alsook aan ‘privacy’ wetgeving. Daarnaast gaat aandacht uit naar de hoogst mogelijke beveiliging van gevoelige persoonlijke data die relateren aan slachtoffers en auteurs. Verder bestaat dit project uit de ontwikkeling van een CD die een ‘live’ demonstratie voorziet van alle kenmerken en functies van de MONTRASEC ‘IT tool’. Het project bezit bruikbare en essentiële informatie voor volgende actoren, zowel binnen de Europese Unie als in de bredere internationale context: beleidsmakers, juridische diensten, strafuitvoeringsdiensten en organisaties die werken in het veld van mensenhandel, seksueel uitgebuite kinderen en vermiste kinderen. Bovendien is de verkregen informatie uit dit project van nut voor de onderzoeksgemeenschap en iedereen met een interesse in justitiële zaken, binnenlandse zaken of strafrechtelijke beleidsinitiatieven binnen de Europese Unie. |

This project concerns ‘benchmarking’ research for member state and EU reporting regarding MONTRASEC ('Monitoring Trafficking in human beings and Sexual Exploitation of Children'). More specifically, its goal is to turn the SIAMSECT templates into a user-friendly interface and reporting tool. Recent European Union policy discussions have again highlighted the urgent need for consistent recording and analysis of data relating to trafficking in human beings. Without such a framework, the Union’s ability to assess the scale and nature of the problem and, consequently, to formulate effective policy responses is severely impaired. MONTRASEC – a model for monitoring trafficking in human beings, sexually exploited and missing children – demonstrates that real progress can be made in addressing these long standing difficulties. Building on the work undertaken in the previous SIAMSECT research, a practical IT-tool is developed by which the three phenomena can be described, interpreted and analysed in an integrated and multidisciplinary fashion. The IT tool also provides National Rapporteurs or similar mechanisms with enhanced and uniform reporting capacity. Recognising the European Union’s emerging policy line, the MONTRASEC IT tool provides a building block by which the European Commission or a future European Monitoring Centre on THB can make horizontal comparison between the reports of the member states. This project describes how a workable IT tool with contents based on international legal instruments and definitions concerning the three phenomena, is designed and tested by a range of operational agencies in two separate EU member states. Critical questions relating to compliance with both member state and European data protection and privacy legislation are addressed alongside the need to ensure the highest possible levels of security for sensitive personal data relating to both victims and authors. Furthermore, this project includes the development of a CD, containing a live demonstration of all the features and functions of the MONTRASEC IT tool. “The MONTRASEC demo” shows that it is actually possible to move beyond theoretical discussions concerning data collection to a point where agencies operating in the field are prepared to work within a unified and consistent data collection regime, inputting “live” data which can thereafter be analysed at member state and European Union level. This project consists of useful and essential information for EU policy makers, judicial and law enforcement authorities and organisations working in the fields of trafficking in human beings, sexually exploited and missing children both in the European Union and in a broader international context. Furthermore, the information from this project is useful to the research community and anyone with an interest in justice and home affairs or criminal policy initiatives in the European Union. |
