In deze resolutie roept PACE de lidstaten en waarnemende leden van de Raad van Europa op om in eigen land een blijvend einde te maken aan de deelname van jongens en meisjes onder 18 jaar in de strijdkrachten of in gewapende conflicten. Dit moet zo nodig gedaan worden door middel van een hervorming van huidige wetgeving en praktijk, in overeenstemming met een aantal regionale en internationale instrumenten. In het geval van een gewapend conflict moeten de burgers - en zeker de kinderen - altijd en overal toegang hebben tot humanitaire hulp. |
| Summary: |
In this resolution, PACE calls upon the member and observer states of the Council of Europe to undertake to end permanently in their own countries the enlistment and participation of children under 18 years of age, both girls and boys, in armed forces and in armed conflicts, by modifying their legislation and current practice if necessary, in line with a number of essential regional and international instruments. In the event of an armed conflict, access to humanitarian aid for the civilian population, and children in particular, should be allowed and fostered everywhere and at all times.
