In deze resolutie dringt PACE er bij de lidstaten op aan ontvoering door een ouder van een kind jonger dan 16 te zien als een misdaad en deze als zodanig te bestraffen. Mensen die in deze branche werken dienen een gepaste opleiding en training te krijgen; gezinsbemiddeling moet gepromoot worden; ouders en gezinnen moeten toegang hebben tot informatie en gratis juridische bijstand om hen te helpen de hoge procedurele kosten te dekken; en NGO’s moeten ondersteund worden. PACE raadt lidstaten ook aan om centra voor vermiste kinderen op te richten, zowel op nationaal als internationaal niveau, zodat men gedurende het hele proces in nauw contact met justitie en politie kan blijven. |
| Summary: |
In this resolution, PACE urges member states to make abduction by a parent of a child under 16 years of age a crime and punish it as such. People working in the field must receive appropriate training; family mediation must be promoted; parents and families must have access to information and free legal aid to help them meet the high procedural costs; and NGOs must be supported. The Assembly also recommends that member states set up centres for missing children, at both national and European levels, to keep in close contact with the judicial authorities and the police throughout the procedure.
