De doelstellingen van de aanbeveling:
In de hele EU een gemeenschappelijk inzicht ontwikkelen over wat kwalitatief hoogwaardige dienstverlening met betrekking tot voorschools onderwijs en kinderopvang betekent. Dit zal op zijn beurt de nationale hervormingen ondersteunen en de sociale integratie bevorderen door de uitwisseling van
ervaringen en goede praktijken te vergemakkelijken.
EU-lidstaten ondersteunen bij hun streven de toegang tot en de kwaliteit van hun voorschoolse educatie- en zorgsystemen te verbeteren. Dit omvat het beschikbaar maken van EU-financiering voor verbeteringen in de beschikbaarheid en kwaliteit van diensten en het evalueren van benchmarks en doelen.

| Summary: |
The objectives of the recommendation is to:
Develop a common understanding across the EU of what constitutes good quality service provision with regard to early, high quality childhood education and care. This in turn will support national reforms and promote social inclusion by facilitating the exchange of experience and best practices.
Support EU Member States in their efforts to improve access to and the quality of their early childhood education and care systems. This includes making EU funding available for improvements to the availability and quality of services, and reviewing benchmarks and targets. |
