De Annex bij de Regels van Havana bevat beginselen en minimumstandaarden voor de bescherming van jeugddelinquenten die van hun vrijheid beroofd werden. In Deel I worden algemene beginselen behandeld. Deel II weidt uit over het bereik en de toepassing van de Regels, terwijl Deel III gaat over jeugddelinquenten die onder arrest staan of hun proces afwachten. In Deel IV wordt het beheer van faciliteiten voor jeugddelinquenten uiteengezet (aantekeningen; toelating, inschrijving, beweging en overplaatsing; classificatie en plaatsing; fysieke omgeving en huisvesting; enz.). Tenslotte concludeert Deel V met een aantal bepalingen inzake personeel. |

The Annex to the Havana Rules contains principles and minimum standards for the protection of juveniles deprived of their liberty. In Part I, it addresses fundamental perspectives. Part II elaborates upon the scope and application of the Rules, whereas Part III is about juveniles under arrest or awaiting trial. Part IV then discusses the management of juvenile facilities (records; admission, registration, movement and transfer; classification and placement; physical environment and accommodation; etc.). Finally, Part V concludes with a number of provisions on personnel. |
