Dit proefschrift onderzoekt hoe gezinnen met een kind met bijzondere behoeften de zorg organiseren en of en in welke mate de ontwikkelde diensten en maatregelen binnen het burgerschapsmodel (opkomend model binnen de sector van personen met een handicap) sociaal doelmatig zijn voor deze gezinnen, in termen van meer empowerment en het wegwerken van ongelijkheden. Zowel een microperspectief als een macroperspectief worden gehanteerd. Beide perspectieven spitsen zich toe op de sociale bepaaldheid van het zorg- en onderwijsgebruik. Ze zijn in de eerste plaats gericht op het verduidelijken van hoe oplossingen die gezinnen met een kind met bijzondere behoeften vinden (-12j) bij hun confrontatie met zorgbehoeften niet alleen samenhangen met de aard en de ernst van hun fysieke en mentale gezondheidsproblemen, maar ook met sociale factoren: de sociaaleconomische positie van het gezin, hun familiale situatie, kenmerken van de bredere leefomgeving zoals de heersende waarden en normen ten aanzien van onderwijs en zorg en de uitbouw van het sociale beschermingssysteem voor zorgbehoevenden. Een sterke nadruk ligt op onderzoek naar de mogelijke ‘selectiviteit’ van het geïntegreerd onderwijs. Bij het identificeren en ordenen van mogelijke determinanten van zorg- en onderwijsgebruik wordt er op het socio-behavioral model van Andersen en het Network Episode Model van Pescosolido gesteund. |
| Summary: |
Empowerment has become the central topic of the emerging citizenship paradigm in the disability sector. Within this postmodern paradigm, people with disabilities have legal, economic and social rights and obligations that enhance their control of their own existence, and they must be granted the opportunity to participate in society. The focus is on personal budgets and integrated services such as ambulatory support, integrated and inclusive child care and inclusive education. Under the impulse of the integration movement, integrated education legally became an option in Flanders in 1980. As a form of co-operation between regular and special schools, teachers and other professionals of the special school give additional support to pupils with special needs in a regular school (system called ‘Geïntegreerd onderwijs’, GON). However, research indicates that the family bears most of the costs of integrated education and they need to have the capacity to organise the integrated education practically. Research asserts also that families with a child with special needs find themselves more often in a weak socioeconomic situation. So the capacity of these families to fulfil their roles as empowered citizens have to be born in mind for new initiatives to be effective for all families. When new initiatives reinforce the position of families with a high social status and do not strengthen the situation of families with a weak capacity, we cannot speak of a promotion of equal opportunities. |
