| Samenvatting: |
Het Verdrag is een omvattend instrument dat zich toespitst op de bescherming van slachtoffers van mensenhandel, de veiligstelling van hun rechten, het voorkomen van mensenhandel en de vervolging van de daders. Het is van toepassing op gelijk welke vorm van mensenhandel (binnenlands of grensoverschrijdend, al dan niet gerelateerd aan internationale misdaad), op gelijk welk slachtoffer (vrouwen, mannen of kinderen), en op gelijk welke vorm van uitbuiting (seksuele uitbuiting, dwangarbeid, het dwangmatig verlenen van diensten enz.). Het Verdrag voorziet in de inrichting van een onafhankelijk toezichtmechanisme om de Partijen te controleren in de navolging van hun verplichtingen. Wat kinderen betreft, specificeert het Verdrag de nood aan (1) een kindvriendelijke benadering bij het implementeren van beleid om mensenhandel tegen te gaan, en (2) bijzondere beschermingsmaatregelen – vooral wanneer het gaat om niet-begeleide kinderen. |
| Summary: |
The Convention is a comprehensive treaty mainly focussed on the protection of victims of trafficking and the safeguard of their rights, the prevention of trafficking and the prosecution of traffickers. It applies whatever the form of trafficking (national or transnational, whether or not related to organised crime), whoever the victim (women, men or children) and whatever the form of exploitation (sexual exploitation, forced labour or services, etc.). The Convention provides for the setting up of an independent monitoring mechanism guaranteeing parties’ compliance with its provisions. In relation to children, the Convention specifically recognises a need for (1) a child-sensitive approach when implementing policies to combat trafficking, and (2) special protection measures – especially when unaccompanied children are concerned. |
