Op 14 juni 2008 startte de Raad van Europa in Zagreb de campagne “Raise your hand against smacking”. De actie richt zich tegen alle vormen van geweld tegen kinderen, maar zet vooral de lijfstraffen in de kijker. De Raad vraagt om een expliciet verbod op het slaan van kinderen in elke setting: school, opvanginstellingen én thuis. Deze eis sluit aan bij de studie van de Verenigde Naties over geweld op kinderen, die een volledig verbod van lijfstraffen tegen 2009 vooropstelt. De campagne van de Raad van Europa berust op drie pijlers die elkaar versterken en niet los van elkaar kunnen staan: een wettelijke basis, het promoten van positief ouderschap en een ruime bewustmakingscampagne. Deze worden in dit artikel besproken vanuit het standpunt van de Gezinsbond. |

On 14 Jun 2008, the campaign “Raise your hand against smacking” was initiated by the Council of Europe in Zagreb. The action is directed against all forms of violence against children, but focusses on corporal punishment in particular. The Council asks for an explicit prohibition on the smacking of children in any setting: at school, in care institutions and at home. This demand follows the study of the United Nations on violence against children, presupposing a complete ban on corporal punishments by 2009. The campaign of the Council of Europe is based on three pillars that reinforce each other and cannot exist separately: a legal basis, the promoting of positive parenting and a broad awareness campaign. These three pillars are discussed in this article from the point of view of the family union. |
