Het Comité van Ministers van de Raad van Europa beveelt lidstaten aan om nationale strategieën van vroegtijdige psychosociale interventie te bevorderen. Het herhaalt in grote lijnen de Riyadh Richtlijnen inzake de preventie van jeugdcriminaliteit, maar is ook gericht op het vroegtijdig opsporen van risicofactoren. Regeringen moeten zich laten leiden door de tekst en deze ook onder de aandacht van de relevante nationale autoriteiten brengen. De aanbeveling behandelt ook onderwerpen zoals het bepalen van de inhoud van vroegtijdige psychosociale interventieprogramma’s en het bevorderen van onderzoek op dit gebied. De rol van ouders en onderwijsondersteunende programma’s voor de preventie van criminaliteit wordt benadrukt. |

The Council of Europe Committee of Ministers recommends governments to promote national strategies of early psycho-social intervention. It broadly repeats the Riyadh Guidelines for the Prevention of Juvenile Delinquency, but is also aimed at the early detection of risk factors. Governments should be guided by the principles set out in the text and bring it to the attention of all relevant national authorities. The recommendation also addresses issues such as defining the content of early psycho-social intervention programmes and promoting research in this area. The role of parents and education support programmes for crime prevention is highlighted. |
