De algemene doelstelling van dit project is om de beslissingslogica van jeugdrechters ten aanzien van het gebruik van de instelling te Everberg te evalueren in het licht van het bredere jeugdbeschermingsysteem in België. Dit project berust op een dossierstudie, meer bepaald op een studie van de dossiers van minderjarige jongens van minimum 14 jaar die een MOF hebben gepleegd (wat het basiscriteria is voor plaatsing te Everberg)die bij de jeugdrechtbanken binnenkomen. De arrondissementen zijn geselecteerd op basis van “laag”, “gemiddeld” of “hoog” gebruik van de plaatsingsmaatregel in Everberg (4 Nederlandstalige en 4 Franstalige arrondissementen). Op die manier zijn drie verschillende besluitvormingspraktijken ten aanzien van deze maatregel in de steekproef opgenomen om zo de verschillen tussen de arrondissementen te bekijken. Summary: This project concerns an evaluation research of youth judges’ use of allocation to the centre “De Grubbe” in Everberg (Flanders, Belgium). The main objective of this project is to evaluate youth judges' decision-making regarding the use of the institution of Everberg within the broader youth protection system in Belgium. This project consists of a case file study regarding the dossiers of under aged boys who come to the youth courts after having committed an offence, which forms the fundament for allocating a child to the 'Everberg' institute. The districts are selected by terms of “low”, “average” or “high” use of the allocation measure to Everberg (4 Dutch and 4 French districts). In this way sample includes three different practices of decision-making regarding this allocation measure in order to look for differences between the districts. It contains a discussion of the slow implementation of the IT-systems PJP and DUMBO, an instrument that links administrative management and support to criminal policy. Also, data of the “new” statistics of the level of youth prosecutors for 2005 are analyzed. These statistics are also highlighted by using other types of indicators. The need for quantitative instruments at the level of youth prosecutors is also discussed. Lastly, a light is casted in the related statistics in the Netherlands and France. Summary: The priority of this project is to obtain digital information regarding the youth district attorney and youth court. In the long run, the aim of this research is to come to an integrated criminological youth statistic, based on the integration of information from the youth district attorneys, the youth courts as well as information gathered on other levels (such as the police, the communities, etc.). This project consists of two main parts: exploitation and production. In the phase of exploitation, the inflow within the youth district attorneys, the decisions of the youth district attorneys and the long term information of the youth courts are analysed. Within the production phase, the objective is to improve the existing registration (systems).
