Summary: In this recommendation, the Committee of Ministers addresses the issue of images of violence in electronic media (television, radio, Internet, video and games). It recognizes the importance of embracing new technologies, while at the same time guaranteeing the fundamental right to freedom of expression and recognizing the impact of such images on children. The recommendation also stimulates the use of independent regulators to control the maintenance of electronic media. De aanbeveling dient als een juridische referentietekst, die de overheid zou kunnen gebruiken als een basis voor het aanvullen, wijzigen, aanpassen of het opstellen van wetgeving om met succes geweld tegen vrouwen in elke lidstaat te bestrijden. Deze maatregelen voorzien in een reeks van richtlijnen die lidstaten kunnen toepassen volgens de nationale omstandigheden. De aanbeveling besteedt bijzondere aandacht aan de situatie van meisjes, die dezelfde vormen van geweld ervaren als deze gepleegd tegen vrouwen. Summary: This recommendation on the protection of women against violence is the first international legal instrument to propose a global strategy to prevent violence and to protect victims. The recommendation serves as a legal reference text, which governments could use as a basis for supplementing, amending, adjusting or drafting legislation to successfully combat violence against women in each member state. These measures provide a set of guidelines which states may decide to apply, according to national circumstances. The recommendation pays special attention to the situation of girls, who experience the same kinds of violence as those perpetrated against women. Kinderen in kwetsbare situaties:Geweld / uitbuiting:Huiselijk geweldSamenvatting: De problematiek van het gebruik van de pedagogische tik in de opvoeding stond de voorbije decennia hoog op de agenda als gevolg van de goedkeuring en implementatie van het VN-Verdrag inzake de rechten van het kind. Hoewel dit verdrag de pedagogische tik niet expliciet verbiedt, werd het gebruik ervan geproblematiseerd door tal van (niet-)gouvernementele kinderrechtenorganisaties, in die mate dat het pleidooi voor een verbod op het gebruik van lijfstraffen in de opvoeding vandaag kan worden beschouwd als een speerpunt in de strijd voor rechten van kinderen. De discussie wordt vandaag vooral gevoerd vanuit twee vragen. Een eerste vraag betreft de pedagogische opportuniteit van straffen in de opvoeding. Een tweede vraag gaat over de wenselijkheid tot en met de noodzaak van een gesanctioneerd verbod van de pedagogische tik. Dit artikel bespreekt deze beide vragen en de discussies er rond. Summary: The problem of the use of hitting or smacking for the sake of discipline in the upbringing, however light, has been high on the agenda, due to the adoption and the implementation of the UNCRC. Whilst this treaty does not explicitly prohibit disciplinary measures involving physical contact, their use has been problematized by a number of (non-)governmental children’s rights organizations, in such a high degree that the prohibition on the use of corporal punishment nowadays can be seen as a priority in the battle for children’s rights. Today, this discussion is mainly based on two questions. The first one questions the pedagogical opportunity of punishments in the upbringing. The second one concerns the desirability and the need of a penalized prohibition of the pedagogical tap. This article explores both questions, as well as the discussions around them. Summary: This study was guided by the Convention on the Rights of the Child, which emphasises children's rights to physical and personal integrity, and outlines States parties obligations to protect them from "all forms of physical or mental violence", including sexual and other forms of exploitation, abduction, armed conflict, and inhuman or degrading treatment or punishment. It also obliges the State to enact preventive measures and ensure that all child victims of violence receive the support and assistance they require. The Study analyses violence against children in five settings: the home and family; schools and educational settings; care and justice institutions; the workplace; and the community. It contains 12 over-arching recommendations and a number of setting-specific recommendations that represent a comprehensive framework for follow-up action.
