Resolutie 1325 van de Veiligheidsraad van de Verenigde Naties werd unaniem aangenomen op 31 oktober 2000. Bij de lidstaten werd aangedrongen op een grotere vertegenwoordiging van vrouwen op alle beslissingsniveaus. De secretaris-generaal werd gevraagd meer vrouwen aan te stellen als Speciale Vertegenwoordiger of Gezant en hun rol in vredesoperaties, als bijvoorbeeld militair waarnemer, politie of mensenrechten- en humanitair personeel, te vergroten. Zelf zou de Veiligheidsraad hieraan denken bij vredesoperaties. Bij onderhandelingen en de uitvoering van vredesakkoorden moest worden gedacht aan de speciale noden van vrouwen en meisjes in het conflict, moesten vredesinitiatieven van lokale vrouwen gesteund worden en de mensenrechten van vrouwen en meisjes gerespecteerd. Partijen in gewapende conflicten werden opgeroepen maatregelen te nemen tegen specifiek geweld als verkrachting en ander seksueel misbruik. Ook moest het civiele karakter van vluchtelingenkampen gerespecteerd worden en gedacht worden aan vrouwen en meisjes tijdens het ontwerp ervan. Ook bij de ontwapening en demobilisatie van strijders moest gedacht worden aan de verschillende noden van vrouwen en mannelijke strijders. |

United Nations Security Council resolution 1325, adopted unanimously on 31 October 2000, after recalling resolutions 1261 (1999), 1265(1999), 1296 (2000) and 1314 (2000), the Council called for the adoption of a gender perspective that included the special needs of women and girls during repatriation and resettlement, rehabilitation, reintegration and post-conflict reconstruction. The resolution called upon all countries to allow increased representation for women at all levels. The Secretary-General, Kofi Annan, was requested to increase the participation of women at decision making levels in conflict resolution and peace process; appoint more women as Special Representatives and envoys; and expand their role in peacekeeping operations, particularly among military observers, police, human rights and humanitarian personnel. In this regard the Council expressed its willingness to incorporate a gender perspective into peacekeeping operations. The Security Council called upon all parties involved in negotiating and implementing peace agreements had to take into account the special needs of women and girls in armed conflict, support women's peace initiatives and implement international humanitarian law and human rights law that respects the rights of women and girls. Parties to armed conflict were also urged to take measures to protect women and girls from gender-based violence such as rape and other forms of sexual abuse, and to respect the humanitarian nature of refugee camps and take the needs of women and girls into their design. The resolution emphasised the responsibility of all countries to prosecute those responsible for crimes against them. During the disarmament, demobilisation and reintegration process, the differing needs of female and male ex-combatants had to be taken into account. Finally, the Secretary-General was requested to conduct a study concerning the impact of armed conflict upon women and girls, report its findings and on gender mainstreaming as a whole in United Nations peacekeeping missions. The resolution also calls upon all countries to respect fully international law applicable to the rights and protection of women and girls, in particular the obligation under the Geneva Convention of 1949 and Additional Protocol thereto of 1977, the Refugee convention of 1951 and the Protocol thereto of 1967, the Convention on the Elimination of All Forms of Discrimination Against Women and the Optional Protocol thereto of 1999, the Convention on the Rights of the Child and Optional Protocol on the Involvement of Children in Armed Conflict as well Optional Protocol on the Sale of Children, Child Prostitution and Child Pornography, to bear in mind the provisions of the Rome Statute of the International Criminal Court. |
