Summary: In this Recommendation, PACE asks the Committee of Ministers to urge governments, and especially those of the newest member states, to ensure the quality of residential care institutions on all levels. Also, member states should guarantee the full enjoyment of all rights for children in residential care and children with disabilities. Een intergouvernementeel expertcomité dat zich in deze kwestie specialiseert zou moeten worden opgericht, en moderne informatietechnologieën zouden moeten worden gebruikt om positieve resultaten te bereiken in deze kwestie. Summary: In this Recommendation, PACE asks the Committee of Ministers to request governments of member states that they take recent standard-setting instruments of the Council of Europe into account when developing their national education policies for children with disabilities with a view to their full and active integration in society. An intergovernmental committee of experts specializing in the education of children with disabilities should be set up and modern information technologies have to be used to increase positive results on this matter. Het raadt het Comité van Ministers aan om lidstaten te vragen het Actieplan in acht te nemen bij de ontwikkeling en uitvoering van hun nationaal beleid inzake mensen met een beperking. Het CLRA roept ook op tot de oprichting van een Europees netwerk waarin goede gewoontes m.b.t. het toegankelijk maken van openbare plaatsten voor gehandicapten gedeeld kunnen worden. Kinderen met een beperking worden speciaal vernoemd omdat zij extra problemen tegenkomen en extra bescherming nodig hebben. Summary: In this Recommendation, CLRA expresses its full support to the CoE Action Plan to promote the rights and participation of people with disabilities in society. It recommends the Committee of Ministers to ask the member states to take this Action Plan into account in the development and implementation of their national policies regarding disabled people. CLRA also calls for the establishment of a Europe-wide network within which good practices can be shared on how to make public places (more) accessible to the disabled. Disabled children are mentioned specifically in terms of the problems they face and the extra protection they require. In een aantal algemene en specifieke bepalingen stelt deze aanbeveling dat regeringen van lidstaten - hun eigen nationale, regionale of locale structuren en respectievelijke verantwoordelijkheden indachtig - onderwijs en sociale integratie van kinderen en jonge mensen met autismesepctrum-stoornissen dienen aan te moedigen. Summary: Persons with autism spectrum disorders are full citizens of Europe. If provided with the appropriate level of education, they can be integrated into, and contribute to, society. In a number of general and specific considerations, this Recommendation holds that the governments of the member States, with due regard for their own national, regional or local structures and respective responsibilities, should encourage the education and social inclusion of children and young people with autism spectrum disorders. Daarom moeten alle gehandicapte kinderen - in de mate van het mogelijke - bij hun gezin kunnen wonen. De staat moet toegewijd zijn om gezinnen bij de verantwoordelijkheid van de opvoeding van gehandicapte kinderen te ondersteunen. Summary: This Recommendation stresses that disabled children have the same right to family life, education, health and social care as non-disabled children. Therefore, all disabled children should - to the greatest extent possible - be able to live with their family. The state should be committed to support families with their responsibility to raise their disabled children.
