Dit artikel maakt deel uit van de output die voortkwam uit een onderzoeksproject. Dit onderzoek naar de Brusselse Nederlandstalige kinderopvang bestaat uit (1) een demografische analyse van de gezinnen met jonge kinderen in de 19 gemeenten van het Brussels Hoofdstedelijk Gewest, (2) een bevraging van de opvangvoorzieningen voor kinderen van 0 tot 3 jaar erkend en/of gesubsidieerd door Kind & Gezin (K&G) en (3) een bevraging van de ouders naar hun zoekproces. Het vormt een vervolg op het onderzoek naar de in- en uitstroom in de Brusselse kinderopvang in 2005.

This article is part of the output that came forth from a research project. In this project, changes in the availability, accessibility and enrolment of children from low-income, single-parent and ethnic minority families into early child care centres in Brussels, the capital of Belgium, were sudied. A survey on access policies in 89 day care centres (subsidized by Child & Family (Kind & Gezin)), and a survey of 150 mothers on their search process was complemented by two focus groups with centre directors. The results were compared with data from a similar study in 2005. Results show that there is still a lack of accessible (affordable and available) places according to the Barcelona norm (child care places for 33% of the young children) and Pact2020 (child care for 50% of the young children). Further, it can be concluded that the child care places are more available in rich parts of Brussels, while scarce in poorer communities in Brussels. However, the results show that while inequality in availability has remained, centre directors’ awareness of social priority criteria changed, resulting in a significant increase in the enrolment of children from single-parent and ethnic minority families, and – to a lesser extent – an increase in the enrolment of children from low-income families. The results support the hypothesis that policy measures, combined with support, may influence inequalities in enrolment rates.
